Promoting Sustainable Waste Prevention Strategy Activities and Planning in Relation to the Waste Framework Directive in Insular Communities

Abstract: Citizen's daily activities produce huge quantities of waste affecting the quality of life. On the other hand, citizens are attacked from the media regarding the new products entering the market. Moreover, waste management plans, are sometimes too complex as facilities, like separation and collection, become routine. The production of waste on daily basis is continually increasing; however, the main solution for treatment in insular communities is to send their waste to landfill. According to the Waste Framewor… Show more

“…The present waste management systems in coastal areas (which include daily or periodic collection from the beach as well as door to door collection and some recycling from stakeholders) needs further assessment and correction. (c) State (S) : Level of services (LOS) is considered to be a major characteristic as LOS in a coastal area affects directly the accumulation of the waste as well as the clearness of the entire beach and more so the coastal line. Waste infrastructures and services such as typical collected bins for recycling material, for other waste, bins for smaller items such as for cigarette butts as well as how many times per day the coastal area is being cleaned, how many times the waste is collected, etc., are also considered to be crucial parameters (Kaur et al, 2020; Zorpas et al, 2015b). In general, LOS can deliver useful evidences related to the waste service level at the local level in order to reorganize the applied strategy, taking into account also any awareness and informative activities as well as any waste campaigns. (d) Impact (I) : Kiessling et al, (2017), mentioned that littering in the coastal areas generates several environmental, economic, as well as health issues.…”

“…(e) Response (R) : Several local authorities even though they acting with tourist activities, face economic issues due to several reasons, that is, unable to collect taxes, delays to collect taxes, minimum tourist period, tourist visitors who spend less money because they chose the all-inclusive packages, high rate of waste gate fees from the mechanical biological treatment facilities, etc. (Zorpas et al, 2015b). Generally, according to Kaur et al (2020) cities and local authorities (Zorpas et al, 2015a) are challenged by providing these services mainly due to drivers and related pressures on waste management infrastructures which effects the LOS.…”

“…The absence of an EU-wide defined target on quantitative waste prevention may have the effect that recycling is prioritised over prevention in the practical implementation in the Member States (Wilts, 2012; Wilts et al, 2016; Zacho and Mosgaard, 2016). Sometimes the existence of a functional recycling system even diminishes motivation to prevent waste (Hutner et al, 2017; Zorpas et al, 2015).…”

“…In any case, modern guidelines on waste have to be followed. These prioritise the prevention of waste formation or the reduction in the amounts of waste produced, according to the concepts of ZERO waste and eco-efficiency [28][29][30][31][32][33][34][35].…”
