Project Evaluation Holistic Framework – Application on Megaproject Case

Abstract: This paper is about developing a holistic framework for project evaluation; it is applied in a case study of an Algerian highway megaproject. This project has attracted the attention of all the local media and even many of the international media. Several media discussions on the project are limited to the completion of the project itself seen in a short-term perspective. In this regard, the discussions were notably associated with delays and expenditures coming in over budget, which is project efficiency sign… Show more

“…From the presented literature review and many previous several researches, five (5) delays were identified as common in many studies in different geographical areas and various types of construction industries (Aziz & Abdel-Hakam, 2013;Alzaraa, Kashiwagib, Kashiwagic & Al-Tassand, 2016;Durdyev et al, 2017;Zidane, Johansenb & Ekambaramb, 2015;Elawi, 2016;Doloi, Sawhney & Iyer, 2012;Gunduz & AbuHassan, 2016;Gluszak & Lesniak, 2015;Gunduz, Nielsen & Ozdemir, 2015). “…For the criteria that exceed the minimum threshold set by the CAM, two evaluation scales are identified [32]: The first has a linear course and is used for a maximum overrun of up to 50% of the minimum set by the criteria and is based on the following mathematical equation: y = 0.08x + 6 ( Figure 1). The second has an exponential trend, according to the law y = x 2 ( Figure.2).…”

“…erefore, proper attention should be paid to all particular project phases and the individual activities carried out during them. is paper focuses on one particular project phase, that of procurement, which is extremely important from the client's perspective, because selecting a capable contractor increases the probability that the main project goals [2,3]-cost, time, and quality-will be achieved. However, time [4] and cost overruns are common for construction projects and often the former is followed by the latter [5,6].…”
