In the article the features of construction of neural networks are studied, the main problems of neural networks are considered. To do this, the Android application was implemented and a series of experiments were conducted to identify the main features of neural networks. The following characteristics are assessed: the resources used to collect the project and the time it is debugged, productivity, and consumed resources. According to the results of the research the basic principles of the construction of specialized systems for working with neural networks have been formed. Artificial neural networks are computing systems inspired by the biological neural network sthat make up the animal brain. Such systems learn tasks (progressively improve their performance on them) by looking at examples, generally without special programming for the task. For example, in image recognition, they can learn to identify images that contain cats by analyzing sample images labeled "cat" and "cat", and using the results to identify cats in other images. They do this without any prior knowledge of cats, for example, that they have fur, tails, whiskers and cat-like squeaks. Instead, they develop their own set of relevant characteristics from the training material they process.

During the anti-terrorist operation there is a search for appropriate ways to create and improve a scientifically sound, economically feasible system of protection of information resources in information and telecommunications networks for special purposes. This work is devoted to the consideration of methodological bases for assessing the security control of information and telecommunication networks for special purposes. The aim of the article is to increase the security of information and telecommunication networks for special purposes by using as a basic method of analysis of hierarchies and the apparatus of neural fuzzy networks to assess the security of networks of this class. The generalized characteristic of the basic groups of methods of an estimation of control of protection of information and telecommunication networks of this class is resulted. At p stopping the task of assessing the security control of information and telecommunications networks for special purposes as a system of information resources, its following indicators are determined: the priority of protected information, the probability of hacking, the cost of the protection system, system performance. To set the proposed parameters for assessing the security of the system can be used research methods that include theories: graphs, decision support systems, fuzzy sets, neural networks, methods of multicriteria optimization, expert methods. It is proposed to use as a basic method of analysis of hierarchies and apparatus of neural-fuzzy networks for further development of the method of assessment of security control of information and telecommunication network of special purpose.

The article is devoted to the study of promising tasks of improving public administration processes at the federal level in the context of a new stage of digital transformation of public management. The authors argue the relevance and significance of the research topic. The current stage of digital transformation of public administration in foreign countries and in the Russian Federation is analyzed and evaluated, expressed in the transition of the “digital government” public administration model to a new stage of development – to Version 2.0 – the “GovTech-government” model. A general description of the trend directions of GovTech-technologization in the world practice of public administration is given, examples of local experience of their implementation in foreign countries are considered. The thesis is proved about the possibility of achieving great results and effects in improving the processes of public administration at the federal level in the Russian Federation in this direction, despite the situation of socio-economic instability in the country. Emphasis is placed on the fact that for the purposes of a successful transition from the “digital government” model to the “GovTech-government” model, there is a need to centralize management in new priority cross-departmental development areas, introduce other “administrative” GovTech development tools that have been successfully tested and applied in international practice of public administration at the federal level.
