Introduction. The current legal framework for the education of children with health limitations was created after the conceptual provisions and international acts to ensure equal children’s opportunities and access to free educational services without any type of discrimination. Regulatory documents contain the general rules for organization of educational activities and medical support in an educational institution, without specific recommendations for health strengthening and preservation of children with health limitations, taking into account the nature and severity of the disorder, as well as the combination thereof, which is a separate urgent state problem. This study was initiated to analyze the current situation with health protection of special needs children in educational institutions. The detection of organizational difficulties and legal restraints will allow to determine the remedial measures and prepare the proposals for the improvement of the educational system. Materials and Methods. The content analysis of the applicable regulatory legal documents of the Ministry of Health, the Ministry of Education and Science of the Russian Federation between 2012–2020 revealed urgent problems pertinent to the enforcement of legislative initiatives in the field of education and health protection of students with health limitations in various educational environments. Results. The study confirmed the hypothesis of the variability of the current organizational problems regarding health strengthening and preservation of students in an educational organization, including the weak legal and regulatory framework. The health-preserving environment of an educational organization is proved to have a combination of factors: availability of special educational and technical equipment to meet special educational needs of students, taking into account the severity of the physical dysfunction; the compliance of the tightness of timetable, number of lessons and the educational load with children’s health state and individual psychological capabilities; availability of separate rest and restoration rooms; availability of up-to-date rehabilitation equipment for health strengthening of children with health limitations in the educational institution’s environment; staffing with teachers and medical specialists who are aware of modern technologies of handling children with health limitations. Discussion and Conclusion. The study results can be facilitative of the development of the system of monitoring during the organization of the educational process and the variability of health protection conditions for students with health limitations in an educational organization as the method of prompt detection and elimination of adverse factors and, hence, mitigation of social risks and solving of one of the priority state tasks.

Until now, there is no radical method of treating children with cerebral palsy, which allows us to consider scientific research in this direction reasonable and promising.The aim of the research: to study the effect of exercises on the mini-simulator “Kinesioplatform-swing” with biofeedback on the indicators of motor skills in children with spastic cerebral palsy.Materials and methods. We conducted an open, non-randomized, prospective, comparative, controlled study in pairs (each participant in the main group corresponds to a participant in the control group). The study involved 53 patients aged 4–12 years with cerebral palsy: the intervention group (group 1: n = 27 (13 boys, 14 girls)) and the control group (group 2: n = 26 (11 boys, 15 girls)), comparable in terms of gender, age and severity of movement disorders. Characteristics of the medical intervention: group 1 – botulinum toxin type A (BTA, for exercising against the background of relative muscular normotonus) + exercise therapy + exercises on the mini-simulator “Kinesioplatform-swing” with biofeedback (BFB); group 2 – BTA + exercise therapy. Duration of the study: 2019–2020. The difference between groups in terms of motor skills on the day of hospitalization and after completion of the training program (10 sessions each) was determined. Motor skills were assessed according to the GMFM-66/88 (Gross Motor Function Measure) table using the “Scales for measuring global motor functions”.Results. The inclusion of additional exercises on the mini-simulator “Kinesioplatformswing” with biofeedback in the rehabilitation of patients with movement disorders with spastic cerebral palsy (BTA + exercise therapy) in comparison with the control group. However, the question of the long-term effects of such training remains open and requires further study.

According to the World Health Organization, the number of children with physical and mental disabilities accounts for about 3% of the total number of children, as there are about 200 million children with disabilities worldwide. The purpose of the study was to present an analysis of childhood disability in Azerbaijan based on official statistics of mandatory medical examinations conducted in 2014-2019, with calculated prevalence, dynamics, and structure of general and primary disability by age groups. Materials and methods. The study showed that between 2014 and 2019, the number of children with disabilities in Azerbaijan increased by 14% (10,119 people). As for the total structure of the child population, the number of children with disabilities fluctuates between 2.4 and 2.7%. The child disability prevalence rate increased from 246.7 per 10,000 children of the said age in 2014 to 278.3 in 2019. Results. Analysis by age groups shows that the proportion of 0-13-year-olds and 14-17-year-olds in 2014 through 2019 remains unchanged, namely 86% and 14%, respectively. Among children with disabilities, the number of boys (52-54%) exceeds that of girls (46-48%). The age structure of primary childhood disability is dominated by children aged 8-13 years (32%). The decrease of primary disability rates for the period under study occurs throughout all age groups except for the age group of 8-13 years old. The number of children with disabilities aged 0-3 years decreased by 22.7%, 4-7 years by 30%, and 14-17 years by 17.8% during 2014-2019 period. The analysis of primary disability dynamics shows 22% decrease in the total number of children with disabilities registered with medical and social expert assessment institutions for the first time; the largest drop occurred in the categories of circulatory diseases (7-fold), tuberculosis, and respiratory diseases (3-fold). During the research period, an increase of primary disability occurred in diseases of the endocrine system (by 21%), congenital anomalies (malformations) (by 28%), psychiatric/behavioral disorders (by 41%), and diseases of the ear and its appendages (by 34%). Conclusion. The structure of primary morbidity categories causing primary disability in children is dominated by the following major groups of diseases: disorders of the nervous system (G00-G99) accounting for between 9% and 18% in 2014-2019; congenital anomalies (malformations), deformations, and chromosomal disorders (Q00-Q99) accounting for 11-17%, and psychiatric/behavioral disorders (F00-F99) that accounted for 11-18% of the total number of children with disabilities registered with medical and social expert assessment institutions for the first time
