Abstract: The article gives the assessment results of the reserves of natural resources, such as oil, gas, coal, diamonds and others in Russia, in physical and monetary terms. The purpose of the article is to analyze hydrocarbons on a global scale and the assigned place in it for the Russian oil industry.. "Black gold" is considered one of the most expensive domestic natural resources. Oil is the most valuable raw material for various industries, and Russia occupies a leading position on the planet in the production of hydrocarbons. The article describes the problems of development of the oil production and refining industry in Russia. The question of what niche the Russian oil industry occupies on a global scale is considered; the geography of the main raw material bases of the country is studied. Methods used in the work: collection, study of information; comparison, synthesis and analysis of statistical data of materials.

Over the recent years, companies all over the world have been challenged with restrictions caused by the Covid-19 pandemic. The article presents a brief comparative analysis of how the pandemic affected the financial and economic activities of both vertically integrated oil companies and independent oil and gas companies. The comparative analysis is focused on assessing financial stability of Irkutsk Oil Company Ltd. (INK Ltd.). Despite being affected by the pandemic, which led to low liquidity indicators, the solvency of INK Ltd. remains at a high level. The comparative analysis indicated that enterprises, depending on size and chosen development strategies, react differently to challenges and achieve different results. Vertically integrated companies often lack flexibility due to complex management structures and large-scale production. On the other hand, companies with fewer resources but with greater flexibility often gain leading positions.

Despite the increase in the level of knowledge intensity of the leading world powers, the expansion of the segment of «complex» services, innovative and high-tech products in their industry structure, the importance of hydrocarbons in the development of absolutely all national economies in the XXI century does not weaken. A fierce competition continues for control of the oil and gas markets, in which Russia, as a country whose economy depends on the volume and prices of exported energy resources, should rely on strengthening cooperation with China. This will allow it not only to maintain the return on its existing comparative advantages, but also to attract foreign capital for infrastructure development.
