Probabilistic hesitant fuzzy TOPSIS emergency decision-making method based on the cumulative prospect theory

Abstract: In order to fully consider the decision-maker’s limited rationality and attitude to risk, this paper constructs the probabilistic hesitant fuzzy TOPSIS emergency decision-making model based on the cumulative prospect theory under the probabilistic hesitant fuzzy environment. Aiming at the problem of missing probabilistic information in the probabilistic hesitant fuzzy element, a new complement scheme is proposed. In this scheme, the weighted average result of the original data information is used to complement… Show more

“…[2], a spherical fuzzy emergency decision support model was suggested by integrating GRA and TOPSIS methods. Besides, the Z-uncertain probabilistic linguistic TOPSIS [6], the intuitionistic fuzzy TOPSIS [7], the Pythagorean fuzzy TOPSIS [72], and the Probabilistic hesitant fuzzy TOPSIS [44] were proposed for emergency alternative evaluation in recent years.…”

“…One of the significant characters of the emergency response is timeliness, which means that the rescue teams are asked for taking effective actions during a short time [ 5 , 6 ]. In the process of dealing with an emergency event, inadequate decision information and tight time pressure make it difficult for decision makers to make a reasonable and efficient choice under an unpredictable decision environment [ 7 , 8 ]. Consequently, it is of great significance to develop systematic and reliable EDM methods for determining the optimal response to an emergency event to minimize economic losses and casualties [ 1 , 9 , 10 ].…”

“…Ho et al 28 utilized the TOPSIS method to IVPFSs and applied it in the decision making of stroke rehabilitation treatment plans. Sha et al 29 and Wang et al 30 also adopted the TOPSIS method in EDM to make a choice. Therefore, we can use the TOPSIS method to produce more reasonable decision‐making results in EDM.…”
