Prestatie-indicatoren vormen een bron van informatie voor beleidsmakers die inzicht willen krijgen in de prestaties van zorgsystemen. De academische werkplaats GGD Amsterdam/ AMC-UvA ontwikkelt deze prestatie-indicatoren voor de openbare geestelijke gezondheidszorg (OGGZ). In dit artikel wordt een conceptueel kader voor de ontwikkeling van prestatie-indicatoren voorgesteld waarbij het gezondheidszorgsysteem wordt beoordeeld op de mate waarin het systeem de beoogde functies vervult voor de gedefinieerde doelgroepen. Op basis van (inter-)nationale literatuur en beleidsdocumenten in de Nederlandse en Amsterdamse context zijn zes functies en zeven doelgroepen van de OGGZ geïdentificeerd. Met de te ontwikkelen indicatoren worden de epidemiologie, signalering, melding, toeleiding, uitvoering van zorg en de veldregie (coördinatie van zorg voor een groep met zeer ernstige, meervoudige problematiek) beoordeeld. De zeven doelgroepen zijn verdeeld in drie hoofdcategorieën op basis van de (primaire) problematiek: verslaving en psychiatrie (alcohol, drugs en psychiatrische stoornissen), leefomstandigheden (dak-en thuislozen en personen zonder formele gemeentelijke binding) en schadelijk (sociaal) netwerk (probleemgezinnen en relatie & geweld). Als voorbeeld voor invulling van het kader worden hier indicatoren globaal aangegeven voor de doelgroepen drugsverslaafden en dak-en thuislozen. Waar vroeger de resultaten van de zorg werden gerapporteerd in brancherapporten waarin omvang van de geleverde zorg werd beschreven (bijvoorbeeld Ministerie van VWS: Brancherapport GGZ-MZ, 1 worden momenteel op basis van de Volksgezondheid Toekomstverkenning (VTV) en de zorgbalans, zowel de gezondheid als de zorg in onderlinge relatie beschreven.2,3 Deze ontwikkeling doet zich ook voor bij de openbare gezondheidszorg in de grote steden.
