<p>The importance of indigenous knowledge is receiving increasing recognition. Some cultural institutions (CI) are responsible for safeguarding indigenous knowledge and they acquire, document, and record works and images of indigenous knowledge which are contained or embedded in the intangible cultural heritage (ICH) of their indigenous communities such as songs, rituals, arts, and medical wisdom. These items of ICH become ‘knowledge objects’ or ‘representations of knowledge’ when documented, which are unlikely to represent the indigenous people's knowledge holistically. Indigenous knowledge embedded in the ICH requires interpretations of the processes, rituals, experiences and practices from the indigenous communities. This interpretivist study, using a knowledge management (KM) lens, examined the knowledge sharing processes of the indigenous people of Sarawak, Malaysia, to understand the nature of indigenous knowledge and knowledge sharing from the perspectives of the indigenous people of Sarawak, in order to assist Sarawak’s cultural institutions in safeguarding their ICH. This research used narrative inquiry as a research methodology, acquiring stories from two clusters of participants, purposively selected from three ethnic groups and from cultural institutions in Sarawak’s Civil Service. This study used a knowledge management perspective in analysing the findings. The findings on the nature of indigenous people’s knowledge highlight a three-tiered knowledge system. The findings on the CIs’ safeguarding efforts elucidate the gap in the management of the CIs’ organizational knowledge on safeguarding. This study makes several important contributions. First, it contributes to the literature about the cultural protocol requirements of the indigenous people of Sarawak before they can share their knowledge. Secondly, this study elucidates the indigenous people’s knowledge as a three-tiered system which influences the people’s knowledge sharing ways. This system can be used to guide the CIs’ practices of safeguarding ICH. The third contribution of this study is that it expands our understanding of the complexity of indigenous knowledge, and creates a conceptual model to aid and guide this understanding. Fourth, this study also contributes towards a greater understanding of the importance of the CIs including the indigenous peoples in the safeguarding practices in order to avoid the decontextualization of the ICH. Thus, this study confirms the importance of the participation of the indigenous people in the CIs’ practice of safeguarding ICH. Another contribution of this study, based on its findings, is the adaptation of three elements of a KM spectrum (Binney, 2001) for the CIs’ KM approach in managing their organizational knowledge on safeguarding ICH.</p>

Η διατριβή αυτή πραγματεύεται το ζήτημα της διατήρησης των συλλογών των βιβλιοθηκώνκαι αρχείων της χώρας, εξετάζοντας την οργάνωση, τη διαχείριση και την εφαρμογήδράσεων προληπτικής και επεμβατικής συντήρησης, στο πλαίσιο λειτουργίας τους. Ηχαρτογράφηση της υφιστάμενης κατάστασης έχει ως στόχο να εξετάσει την αειφορία τωνδράσεων αυτών, το πλαίσιο στο οποίο διεξάγονται και τις δυνατότητες διαρκούς ανάπτυξηςτης διατήρησης ως βασικής δράσης των φορέων αυτών. Έτσι, αποτιμάται η οργάνωση και ηπροώθηση της διατήρησης των συλλογών εντός των φορέων, αλλά και σε εθνικό επίπεδο,καθώς και η επίδραση της δομής και της λειτουργίας των φορέων στην εφαρμογή δράσεωνδιατήρησης στις συλλογές τους.Η έρευνα πραγματοποιήθηκε καταρχήν σε ένα πιλοτικό στάδιο, μέσωερωτηματολογίου. Στη συνέχεια ακολούθησε η κυρίως έρευνα, μέσω ερωτηματολογίου καισυνεντεύξεων. Το δείγμα της κυρίως έρευνας περιλαμβάνει βιβλιοθήκες και αρχεία τηςχώρας και συγκεκριμένα τέσσερις ομάδες βιβλιοθηκών (δημόσιες, δημοτικές, ακαδημαϊκέςκαι βιβλιοθήκες τραπεζών) και τα Γενικά Αρχεία του Κράτους. Η έρευνα οδήγησε στηνανάπτυξη ενός πρωτότυπου εργαλείου αυτο-αξιολόγησης των φορέων της χώρας, πουστοχεύει να τους ευαισθητοποιήσει και να τους βοηθήσει να οργανώσουν τις δράσειςδιατήρησης των συλλογών τους εφαρμόζοντας πολιτικές διατήρησης.Η διατριβή καταλήγει στο ότι η διατήρηση των συλλογών των βιβλιοθηκών και τωναρχείων της χώρας δεν είναι διασφαλισμένη από σθεναρές δομές και οργάνωση, τέτοιαώστε να επιτρέπει την αειφορία των δράσεων που εντάσσονται σε αυτήν. Η έλλειψησχεδιασμού και ανάπτυξης τέτοιων δράσεων, οφείλεται κυρίως στην υφιστάμενη ελλιπήυποστήριξη των φορέων σε πόρους και, σε εθνικό επίπεδο, σε κατευθύνσεις μέσω παροχήςτεχνογνωσίας, προτύπων και οδηγιών. Παρόλα αυτά, οι δράσεις συντήρησης πουεφαρμόζονται σε μεγάλο αριθμό φορέων, αλλά και η απασχόληση εκπαιδευμένων καικαταρτισμένων υπαλλήλων σε θέματα διατήρησης που επηρεάζει την οργάνωση και τηνεφαρμογή δράσεων διατήρησης, είναι παράγοντες που μπορούν να αποτελέσουν τη βάσηκαι το έναυσμα για την πιο βιώσιμη ανάπτυξη δράσεων διατήρησης στους φορείς. Towards effective management and preservation of digital cultural heritage resources: an exploration of contextual factors in Ghana

<p>In today’s world of digital technologies, cultural heritage institutions, particularly in developed countries, are seeking ways to create national digital memories for the future of the citizenry. However, rapidly developing technologies and their concomitant technological obsolescence put future memories at risk. The challenge is enormous in developing countries that, when compared to their developed counterparts, lack adequate resources and technologies for effective digital resources management and preservation. As a developing country, Ghana appears ready to face the challenges of effective digital resources management. The country has developed programmes and a national policy on information and communication technologies (ICTs) for accelerated development. However, Ghana does not appear to be effective in managing or preserving digital cultural heritage resources. An interpretive case research design involving 27 semi-structured interviews with key stakeholders from 23 institutions was used to explore the various contextual factors influencing the management and preservation of digital cultural heritage resources (or DPM). Rogers’ (2003) “diffusion of innovation” (DOI) theory and Davies’ (2000) “policy, strategy and resources” (PSR) troika model provided a basis for a preliminary model of factors to guide the research. Although the DPM innovation was not fully diffused in Ghana, related activities at the base, middle and higher levels of the Ghanaian social system were unintentionally fostering the adoption process. Four main clusters of contextual factors that were influencing the DPM adoption process in Ghana were identified: attitudinal, resources-related, policy-related, and managerial factors. Key stakeholders perceived the design of appropriate strategies, adequate resource allocation, and proper implementation of policies as key enabling factors for effective adoption of DPM in Ghana. However, a general lack of interest in cultural institutions (libraries, archives and museums) and in information management on the part of decision makers and the Ghanaian stakeholders as a whole was found to hinder DPM adoption. This study extends Information Systems (IS) research involving DOI theory and the PSR troika model into a developing country context. Attitudinal-based complexities involving misunderstandings among various tribal groups in Ghana, and resources-based complexities surrounding technology access and use, were found from the interview data and were added to the initial model which was expanded to aid in understanding the various contextual factors that influence DPM adoption in Ghana. In addition to the study contributing to theoretical understandings in IS research, it provides Ghanaian policy developers with an empirical base for accelerating adoption of DPM in Ghana. It also provides New Zealand and other digital preservation advanced countries with a deeper understanding from which to provide contextually designed advisory services to other developing countries (particularly in the Pacific Island regions) as it enables the contextual understanding of the factors from Ghana.</p>
