Preemptive Repression: Deterrence, Backfiring, Iron Fists, and Velvet Gloves

Abstract: We present a game-theoretic model of the repression-dissent nexus, focusing on preemptive repression. A small group of instigating dissidents triggers a protest if each dissident participates. The dissidents face random checks by security forces, and when an individual dissident is caught while preparing to participate, he or she is prevented from doing so. Each dissident can invest in countermeasures, which make checks ineffective. For large benefits of protest, higher preemptive repression in the form of a h… Show more

“…Political repression literature has focused on explaining why and how authorities use coercive power amid potential and existing challengers (Davenport 2007). While the repressor’s resources and motives have been widely analyzed, there is no single, concise explanation of the effects of repression on the victims (De Jaegher and Hoyer 2019). Following the same logic, the literature on APR has endeavored to explain the determinants of the phenomenon rather than its consequences (Hughes et al 2017).…”

“…The identification of this interplay is our article's most significant contribution. One of the main gaps of the empirical literature on repression is that it suffers identification problems (Ritter and Conrad 2016;De Jaegher and Hoyer 2019). Going beyond vague notions of getting repression "just right" (see, e.g., Fortna 2015, 531), we provide evidence of when and under which circumstances repression can prevent spillover.…”

“…Protest movements may also survive repression by sustaining key abeyance structures (Taylor, 1989). More scholars have come to recognize that the relationship between repression and dissenting behavior is conditioned by an array of factors, such as types and targets of repression (Lichbach, 1987; Moore, 1998; Earl, 2011b; De Jaegher and Hoyer, 2019), time frame (Rasler, 1996), temporal sequence (Brockett, 1993; Sullivan et al ., 2012), and emotions (Klandermans et al ., 2008).…”
