Predicting Program Start-Up Using the Stages of Implementation Measure

Abstract: Recent efforts to better understand the process of implementation have been hampered by a lack of tools available to define and measure implementation progress. The Stages of Implementation Completion (SIC) was developed as part of an implementation trial of MTFC in 53 sites, and identifies the duration of time spent on implementation activities and the proportion of activities completed. This paper examines the ability of the first three stages of the SIC (Engagement, Consideration of Feasibility, Readiness P… Show more

“…During the past decade, the reasons for lack of use of evidence-based interventions in public service systems are becoming better understood (Saldana, Chamberlain, Wang, & Brown, 2012) although there is still much to be learned about how researchers and policy decision makers can partner to plan for, select, accomplish, and sustain implementations that result in better outcomes for children, youth, and families. The EPIS model provides a conceptual framework that underscores common factors, barriers, and facilitators that relate to implementing and sustaining interventions in public service systems such as the ones described here.…”

“…As such, the SIC can be used to measure the involvement of diverse stakeholders in the implementation process as is specified in the ISF. As described next, there is evidence from data collected using the SIC that system leaders have influence over the ultimate success of program start-up (Saldana et al 2011), suggesting that each of these stages and the associated key players are signifi-cant to the successful implementation of programs.…”

“…16], which is noteworthy in an era in which concerns about replicability of scientific findings have become an important issue. In addition, the focus on scaling these interventions has led to the development of tools to assess implementation completion and fidelity [17, 18]. …”
