From Value to Valuation: Pragmatist and Hermeneutic Orientations for Assessing Science on the International Space Station

Based on a study of the International Space Station (ISS), this paper argues that – as a set of orientations for sociological inquiry – pragmatism and hermeneutics are confluent frameworks to examine valuation as a social process. This confluence is grounded on their common attunement to valuing as a problematic and relational process, their equally common updates with theories of institutions, and a further conceptual development regarding the temporalities of valuation. I advance the argument in four steps. First, looking at how the question about the “scientific value” of the ISS is far from settled, I show how valuation is always about something considered problematic and indeterminate. Second, characterizing the ISS at the intersection of different criteria of assessment, I stress the nature of valuation as a fundamentally perspectival and interpretive process, and show how a hermeneutic approach can complement some of the limitations of pragmatism in this regard. Third, I look at the question of institutions considering how some modes of assessment sediment more successfully than others. Fourth, I argue that, while providing insights towards it, pragmatist and hermeneutic approaches to valuation have not fully grasped its temporal nature as a process, and outline ways to open this line of inquiry. I conclude with some ideas for studies in sociology of science to re-entangle detailed case studies of scientific practice with the study of how institutions make claims of worth about the nature of science, I propose ways to extend these arguments to other studies of what I call iridescent institutions, and I make some considerations about our stance as sociologists in these valuation disputes.

During a survey of an experiment that involved using "carbon calculators", we investigated what people think and what they do when they consider the link between their food and the climate. To what extent do individuals adhere to or reject the "prescriptions" implicitly contained in carbon calculators and passed on by environmental social movements or the authorities. These prescriptions are considered as recommendations or advice drawn up by experts aiming to guide behaviours; they involve reducing reality in a measuring device against which behaviours are gauged (in this case, the quantity of greenhouse gases). Three main levers are envisaged so that households can reduce their food's impact on the climate: reducing the consumption of meat, eating local and eating in-season produce. However, in opposition to this conception of individuals as rational and free to adapt their practices based on the information available to them, we suggest an analytic framework that takes into consideration the fact that food and eating is embedded in everyday and social relationships. Calculating one's greenhouse gas emissions (GGE) provokes an intense moment of reflexivity during which routines are called into question and discrepancies between prescriptions and practices emerge. Drawing our inspiration from, on the one hand, the theory of practice, we examine how the prescriptions are connected to practices, and on the other, using a pragmatic approach, we analyse how individuals call into question their food practices to resolve the contradictions they identify, and devise adjustments. We show how people appraise the context globally, which leads them to subvert the logic of the calculator or address the prescriptions more broadly to lend value to other practices to which they attach importance and consider adapted. This enabled us to highlight vegetable gardening and promoting eating locally produced food as favoured adjustments. The qualitative approach allows us to emphasise how the measuring device, rather than supplying a behaviourist model, makes it possible to render more visible the forms of attachment and categories of judgement mobilised, which do not obey strict accounting logics or a formal, narrow rationality, and to examine "what counts when you're counting".

In this article, we start by jointly examining the shortcomings contained in the substantial definitions of publicity commonly applied to the analysis of both public spaces (physical) and public spheres (political). We propose instead to consider publicity as a potential and publicization as a process, observable both in urban spaces and in the media. Building on John Dewey, we argue that when this process reaches its logical end, it determines and brings together a problem, a place, a sphere and a group of people that it makes public. It also leads to mechanisms of political action that constitute the ends of public space. Using the example of New Orleans post Katrina, we illustrate this process by discussing three obstacles that often stall or reverse publicization processes, which we believe deserve further study. Finally, we ground the values on which the process of publicization rests on the shared experience of trouble in potentially public spaces. This pragmatists approach opens the door to the study of publicization processes and public spaces beyond western cultures, and suggests an empirical way to deepen and reassess liberal conceptions of public space.
