This article examines the views of 88 learning mentors about their understanding of the management of school attendance. The data were obtained from a questionnaire that was completed in 2004 by the learning school mentors attending a conference on improving school attendance. Respondents attended from Excellence in Cites (EiC) and Education Action Zone (EAZ) Initiative Schools, which had the task of improving school attendance as one of their specific aims. Findings indicate that some learning mentors have received very little specific initial or continuing professional development (CPD) training on the management of school attendance. Learning mentors consider that parent(s) and/or carer(s) condoning their children's absence and taking their children out-of-school for holidays during term-time are the most serious issues hindering their management of pupils with attendance problems followed by specific lesson absences and postregistration truancy, especially within certain schools. Learning mentors also consider that truants and absentees require more and better alternative curriculum and vocational education schemes. A majority of the respondents thought that truants and absentees require specific help from school-based staff, not specialist outside agencies. Nearly one-third of learning mentors believed they were in the best position to provide this help. The findings reported make a case for including methods for addressing pupils' absenteeism and truancy in the training of learning mentors and sets the stage towards conducting action-oriented (e.g. case studies) research.

Education is one of the fundamental priorities of nation building. For this reason, the Indonesian government continuously seeks to improve the quality of its education. Empowering education can be done using many strategies, such as reforming school curricula or school systems or both. This article approaches the improvement of Indonesian education from a different angle, by considering teachers and the teaching profession. Before proposing an agenda for improving teachers, the article considers two main problems of Indonesian teachers: the practice of teacher-centred classroom pedagogy; and the emphasis on rote learning in the classroom. In response to these phenomena, this article suggests two main factors responsible for the persistence of such teaching styles: institutional cultures and the nature of assessment systems in Indonesian schools. This article has three recommendations to help Indonesian teachers improve. However, the author is aware that the agendas for improvement are complex and institutional reforms are needed; for example, the reform of teacher recruitment; teacher evaluation and also the reform of assessment systems. This article includes a discussion of what makes for a good teacher, which will help Indonesian teachers to gain an insight to their profession, and a discussion of the changes that could be made to enable the quality of teaching to improve.

ÖZ. Bu çalışma, bireysel gereksinimlerinin farklılığı nedeniyle uyum güçlükleri yaşayan öğrencilerin problem kaynağı olarak görüldükleri bir sınıftaki davranış ve öğrenme sorunlarına çözüm üretmek amacıyla bir öğretim üyesi, bir öğretmen adayı ve sınıf öğretmeninin işbirliği ile gerçekleştirilmiş bir eylem araştırmasıdır. Araştırmanın yapıldığı sınıf Eskişehir merkezdeki bir ilkokulda bulunan ve 30 öğrenciden oluşan bir birinci sınıftır. Araştırmaya, öğretim yılının başında öğrencilerin birbirlerine ve okula uyum sorunları yaşaması üzerine sınıf öğretmeninin ve velilerin, sınıf velilerinden olan öğretim üyesinden yardım istemeleri üzerine başlanmıştır. Araştırmanın verileri, öğretmen ve velilerle yapılan yarı yapılandırılmış görüşmeler, sınıf gözlemleri ve araştırma sürecine ait günlük kayıtları, sosyometri sonuçları ve öğrenci çalışmalarından oluşan dosyaların incelenmesi ile elde edilmiştir. Araştırmadan elde edilen veriler, sınıf öğretmeninin aldığı danışmanlık ve destek sonucunda, problem davranışları önleme, öğrencilerin istendik davranışlarını arttırmada ödül kullanımı, öğrencilerin davranışlarına karşı tutarlı tepkiler verme ve bireysel farklılıklara uygun öğretimsel düzenlemeler yapma konularında sınıf düzenini olumlu yönde etkileyen davranış değişikliği gösterdiğini ortaya koymuştur. This qualitative study is an action research conducted by the cooperation of an instructor and a first grade teacher who was supervised by a student of the instructor taking "Classroom Management in Inclusive Classes" course. The research was undertaken in a first grade classroom of 30 students in a state primary school in Eskisehir. Since students were in the first grade, they had some difficulties arising from staying away from their parents for certain periods of time and getting accustomed to an environment with specific rules and responsibilities. Regular observations of class, interviews with teacher, students and parents, sociometric evaluations and portfolio reviews were conducted for gathering information about classroom issues. Findings revealed that through action research process the classroom teacher was able to present more competent behaviors in controlling classroom events, used effective classroom management techniques more frequently and obtained more positive results.
