Dieser Beitrag entwickelt eine immanente Kritik an der Arbeit des globalen Entwicklungsapparates, die dessen grundlegende Krisenhaftigkeit analytisch im Begriff der "Ironie der Entwicklung" erfasst-als dialektische Widersprüchlichkeit zwischen Moralüberschuss (Absichten) und Scheitern (Handlungsfolgen). Diese Ironie zeigt sich in einer manipulativen Vernunft (Musto), andere auch gegen ihren Willen glücklich zu machen, die in der Form einer Gabenökonomie global institutionalisiert ist. Diese "systemische" Ironie kann unterschiedlich gelesen werden: die externe Kritik einer distanzierenden ironischen Haltung, wie sie der Dekonstruktivismus des post-development pflegt, kann darin nur die "Bösartigkeit" des Entwicklungsapparates erkennen. Eine immanente Kritik "ohne Besserwisserei" (Jaeggi) macht eine empathische ironische Haltung der Kritikerin gegenüber dem Entwicklungsapparat erforderlich und sucht eher eine produktive hermeneutische Spannung zwischen Kritik und moralischem Engagement.

Building upon post-foundational political philosophies, this article scrutinizes the Paris Climate Conference in December 2015 from a micro-geographical perspective. The analysis suggests that three different spaces exist at the site of the summit and reveals how their constituting practices and material arrangements rendered "Paris" post-democratic. We begin with exposing the staged statements of the world's political elites in the meticulously orchestrated Leaders Event as different phenotypes of the post-democratic condition. We then investigate the formal negotiations in the cordoned-off backrooms, where positions within the system were at stake, but not the system as such. Finally, we wander through the strictly policed "trade fair" and unveil attempts to entice delegates into techno-managerial solutions to the climate crisis. In the conclusion, we ponder over the prospects of environmental activism at the COPs in the light of their massive depoliticization.

The use of ethnographic methods is on the rise in International Relations. However, research in this area has largely been constrained to critical or interpretive analysis of nontraditional objects of study. This has been driven in part by two practical problems that limit ethnographic analysis: that of aggregation, as international phenomena are necessarily large in scale, and that of access, as institutional settings are often closed or secretive. While we commend critical and nontraditional research for driving much‐needed expansion of the disciplinary agenda, we offer a complementary account, arguing that scholars can also use ethnographic methods in explanatory research. To do so, we draw on two methodological literatures in anthropology. The first approximates ethnographic research through historical immersion. The second applies ethnographic methods at multiple research sites, tracking transnational phenomena across them. The paper sketches prospective studies of each kind, concerning the creation and implementation of the United Nations. While neither method is entirely new to IR, the methodological literatures in question have yet to receive systematic treatment in the field.
