Trade Liberalization and the Gender Employment Gap in China

This paper investigates the impact of import liberalization induced labor demand shocks on male and female employment in China. Combining data from population and firm censuses between 1990 and 2005, we relate prefecture-level employment by gender to the exposure to tariff reductions on locally imported products. Our empirical results show that increasing import competition has kept more females in the workforce, reducing an otherwise growing gender employment gap in the long run. These dynamics were present both in local economies as a whole and among formal private industrial firms. Examining channels through which tariff reductions differentially affect males and females, we find that trade-induced competitive pressures contributed to a general expansion of female-intensive industries, a shift in sectoral gender segregation, reductions in gender discrimination in the labor market, technological upgrading through computerization, and general income growth.

Poverty reduction and access to clean energy are two challenges highlighted in the UN Sustainable Development Goals. China's Photovoltaic (PV) Poverty Reduction Program provides an archetype model to address those two questions simultaneously. Using a tripartite game of government, enterprise and household, this paper examines the challenges that have impeded the development of China's PV poverty alleviation program. Based on an evolutionary game model and the Graph Model for Conflict Resolution (GMCR) model involving the three major parties, this study shows that: (1) Governmental monitoring and the active participation of both enterprises and households are essential to achieve a win-win-win outcome; (2) The government plays a leading role in monitoring and encouraging the active participation of enterprises and households and resolving the conflicts between enterprises and households; and (3) Households should have a minimum share in the project. The analyses imply the following policy suggestions such as ensuring optimal path selection for all parties, avoiding the abandonment of projects, increasing households' sense of ownership and creating accessible finance.

Agricultural cooperatives have been found to effectively alleviate poverty in developing countries because of their specific socioeconomic functions that allow poor households to overcome marketing and production constraints. However, cooperative evaluations are inevitably influenced by other poverty alleviation measures and rarely consider the characteristics of specific ethnic groups. Using cross-sectional surveys in Southwest China and employing propensity score matching (PSM) and endogenous switching regression (ESR) models, this paper analyzed the participation of poor households in New-type Agricultural Cooperatives (NACs) in ethnic areas and assessed the income impacts of NAC membership by eliminating unobserved biases and group heterogeneity. This study detected heterogeneous policy perceptions and behavioral differences between the member and nonmember groups, and the PSM and ESR model results indicated that, overall, participation in the NACs had a positive effect on household income. The ESR model was found to be more plausible as it was able to reveal the significant income gaps under a counterfactual inference framework. Local policymakers need to focus on the policy perception and behavioral and earning capability differences between groups and increase the balanced policy implementation.
