This policy would require installation of interlocks in vehicles of repeat driving while impaired (DWI) offenders, as well as all first-time offenders, regardless of BAC level. Evidence indicates that this intervention is effective in reducing repeat events regardless of offender status (e.g. first-time offender) and age, with low rates of non-compliance. Currently, NC utilizes these only under specific circumstances (repeat offenders and high-BAC first-time offenders).
