Potential Impacts of Shifts in Climate on the Crop Insurance Industry

Abstract: Several studies have estimated the possible impacts and adjustments in U.S. agriculture resulting from a future change in climate. This paper examines how these adjustments and shifting climate conditions could affect the nation's crop weather insurance industry, including its ability to provide adequate coverage. Shifts in crop varieties, the extension of new crops into new areas, and changes in crop yields would all affect establishment of rates and many other industry practices, but we expect that these shi… Show more

“…Faced with a series of catastrophic losses, several property insurers have reached the conclusion that climate change and its economic implications have already arrived (Tucker, 1997). When crop changes occur due to localized changes in climate both the farmers and insurers incur losses (Fosse and Stanley, 1993). In addition, the increased uncertainty and increased costs of insurance increases the rate of discount in the agricultural investment reducing the potential investment.…”

“…The general areas where atmospheric assistance is needed include insurance efforts to mitigate weather losses, to assess risk in space and time, to measure critical perils and their damages, to educate the public about risks, and to learn about major atmospheric issues and advances in the field. For example, the climate change issue has great relevance to the weather insurance industry: a shift in the climate to more or fewer storms would create major problems since rates and their justification are traditionally based on historical data, not on future expectations (Fosse and Changnon 1993). This is why the industry needs reliable information about the potential onset of a change in climate and its dimensions that relate to crop and/or property damaging weather.…”
