The aim of this work is to assess the structural, production, environmental, and economic impact of an increasing tax on climate change gas emissions related to milk production under the current CAP payment system. The analysis is performed using an Agent-Based Model (ABM) based on Positive Mathematical Programming (PMP). The integration between ABM and PMP makes it possible to simulate farmers’ strategies considering the interaction between them, the territorial specificity, and the heterogeneity of farms in the presence of little information on production costs. It also makes it possible to add a social and cultural perspective to the economic factors. The model is calibrated using FADN data for the Emilia-Romagna region (Italy) from the year 2020. The results show that farmers belonging to different age groups make decisions based on economic profitability, but also on their social and cultural background. To maximise their utility functions, farmers can opt for more efficient agricultural management practices that may result in the exchange of production factors, especially land. The overall impact penalises less efficient farms and agricultural production with higher negative externalities.

This paper addresses the allocation of indirect or joint costs among farm enterprises, and elaborates two maximum entropy models, the basic CoreModel and the InequalityModel, which additionally includes inequality restrictions in order to incorporate knowledge from production technology. Representing the indirect costing approach, both models address the individual-farm level and use standard costs from farm-management literature as allocation bases. They provide a disproportionate allocation, with the distinctive feature that enterprises with large allocation bases face stronger adjustments than enterprises with small ones, approximating indirect costing with reality. Based on crop-farm observations from the Swiss Farm Accountancy Data Network (FADN), including up to 36 observations per enterprise, both models are compared with a proportional allocation as reference base. The mean differences of the enterprise's allocated labour inputs and machinery costs are in a range of up to ±35% and ±20% for the CoreModel and InequalityModel, respectively. We conclude that the choice of allocation methods has a strong influence on the resulting indirect costs. Furthermore, the application of inequality restrictions is a precondition to make the merits of the maximum entropy principle accessible for the allocation of indirect costs.

Analysis of the Consequences of Agricultural Policies on the Cropping Pattern of Agricultural Products and Employment in Afghanistan

The discussion of employment and its complications in the world has attracted the attention of many politicians, government officials, and experts. Creating sustainable employment and revenue is the most important way to create economic and social welfare in all human societies. Thus, in developing countries, management policies to support producers’ revenue in the agricultural sector and increase employment in this area are considered as the main development goals for them. However, the current research used the positive mathematical programming (PMP) approach and then evaluated the economic consequences of changing the cropping pattern, especially evaluating the level of employment of the labor. Accordingly, the simulated scenarios include price variation of selected agricultural products (PMP1), Yield variation of selected agricultural products (PMP2), Change in the consumption of chemical fertilizers (PMP3), change in the consumption of pesticides (PMP4), change in the consumption of irrigation water (PMP5) and the combination of the mentioned scenarios (PMP6). The study Model was done by responding to 928 questionnaires from 16 districts in Nangarhar province, AFG. The investigators recorded and classified the data in Excel software and the analysis was done with the GAMS software. Finally, by applying the integrated model (PMP6), a suitable result is established between the policies and the amount of gross profit increases by 83 million Afghanis (1.06 percent), and the amount of employment decreases by only 391 thousand people (4.35 percent). Besides, in this model, the consumption of chemical fertilizers is 1.15%, the consumption of agricultural pesticides is 0.49%, and the consumption of irrigation water is 2.95% less than the current model of the province. According to the findings of this research, all the products under review have price elasticity lower than one.
