Positive mathematical programming (PMP) has a substantial number of applications in the field of agricultural and resource economics. Their focus has often been placed on the simulation analysis of farmers’ response to drastic changes in exogenous factors especially brought about by policy changes. In the present study, an exploration was made to widen the application area of the PMP approach, targeting farmers’ expectation toward the farm-gate price of rice in comparison with that of wheat under the policy to suppress overproduction. When domestic consumption is mature and the regulation of production by the government is present, farmers’ expectation toward the farm-gate price of a crop can be assumed to fall in response to an increased allocation of land area to produce the crop. The degree of the fall is defined as the expectation fall index (EFI) in the present study. A proposition was made as to the procedure for quantifying EFI using the PMP approach with statistical datasets of multiple years retrieved from the Ministry of Agriculture, Forestry, and Fisheries. The present study is considered to have provided a basis to discuss the formation processes of farmers’ attitudes toward policy measures.

This paper develops a model based on the concept of Positive Mathematical Programming (PMP) that is useful for ex-ante analyses of how policy measures affect commercial fisheries. PMP models are frequently used in agriculture, but rarely for analyzing fisheries. Fisheries often face a large set of constraints such as effort regulations and catch quotas of which some might be binding and others not. An econometric approach is developed for calibrating models with both binding and non-binding constraints. The interaction between seals and Swedish fisheries is used as an empirical application. Seal interaction is modeled as seals predating fish from passive gear (nets and hooks), which is primarily an issue for the coastal fishery. The model contains 24 fleet segments involved in 247 different fishing activities in 2012. The results show that if no further management action is taken, fisheries using passive gear will reduce their activities from about 46 000 days at sea per year to about 41 000 and reducing their economic performance from losses of about 2 million Euros to about 3.3 million. The impact from seals can be reduced by reducing the seal population or providing economic compensation.

The current situation of structural water scarcity due to the rise in demand, the reduction in supply as a consequence of climate change, increasingly frequent drought periods, and overall quantitative pressure on water resources creates a need for economic instruments to reduce the amount of water used, especially in the agricultural sector. Thus, water pricing and allocation quotas (proportional reduction of allocations) may be suitable tools to reduce demand or allocate scarce water resources. For a comparative analysis of the performance of these two measures, a Positive Mathematical Programming model has been developed, using the Guadalquivir River Basin as a case study. Additionally, the analysis takes into account the revenue generated from water pricing and the marginal cost of public funds. The results indicate that, from the farmer’s perspective, quotas result in smaller losses than water pricing. However, when considering water pricing along with the revenue generated from this measure, this mechanism would be more beneficial for society as a whole, since the taxes collected could be used for other purposes, albeit with efficiency losses measured by the marginal cost of public funds and the excess burden of taxation.
