While it is true that a recommendation to institute such a register after 1945 was not generally adopted, it is worth noting that the Republic of Slovenia did follow that procedure, thus continuing the pattern set on part of its territory during the Italian occupation (Thomas 1977(Thomas , 1979. Far more misleading in the context of the present paper is the implication that migration flows between various types of settlement are not available.…”
