To what extent territorial cohesion is achieved or not, due to the EU Cohesion Policy, national regional policies, or globalization forces, is debated. This paper aims at discussing territorial cohesion at a NUTS 3 level in Denmark, Finland, Norway and Sweden for 2007 and 2017 by using the Territorial Cohesion Development Index. The findings indicate a) that bigger cities and highly urbanized regions in Denmark, Finland and Sweden perform very well in the Territorial Cohesion Development Index, while non-core and peripheral regions fell further behind; and b) all Norwegian regions and the Åland Islands have high scores in the Territorial Cohesion Development Index. The findings indicate a need to resuscitate the national regional policies in Denmark, Finland and Sweden to counteract the increasing gap between the capital region and the rest of the regions.

The Portuguese mountain city of Covilhã possesses a singular industrial tradition. Today, many of the urban interventions undertaken result in an urban space and landscape disconnected from the mountains. Alpine mountain cities emerge as emblematic, given the representativeness the Alps assume within the context of European mountains. In the Alpine region, the polycentric system of cities condenses the characteristics associated with the topographical particularities and singular types of inter-municipal and cross-border relationships, where the economic changes and regional policies can be observed with greater clarity due to their specificity. In general terms, the quality of life, based on the landscape values, the identification of the citizens with their territory, and on the territorial planning at different scales, emerges as being linked to the construction of a brand identity based on sustainable urban development. It is in this sphere that the study of Alpine cases can inspire good practices to be applied in the Portuguese territory of the Beira Interior, namely in the medium-sized cities and in the synergies between them and the natural spaces. Thus Covilhã finds itself in an advantageous position to use its situation to construct a city brand in harmony with the mountain territory.

A polycentric network consists of urban functional areas with significant growth potential in the settlement network and a transport infrastructure that effectively interconnects them. Polycentric development is a key instrument for promoting economic competitiveness, social cohesion and environmental sustainability, and its assessment has a particular importance for the European strategies. The paper aims to assess the level of polycentricity of Romania based on a methodology developed by changing the one used in ESPON 1.1.1 by replacing the GDP with the turnover, multimodal accessibility with accessibility, and using a threshold of 30,000 inhabitants instead of 50,000 for the centres of functional urban areas. The results, consisting of country rankings based on size, location, connectivity, and polycentricity, were compared to those of ESPON 1.1.1. Romania ranked fifth in the top from the Polycentricity Index of ESPON countries, with a medium high level of polycentricity.
