PurposeThe article aims to identify the main mechanisms for promoting more Kazakhstani women participation in the legislative authorities based on a study of the competition of political parties in 2023.Design/methodology/approachUtilizing the structural-biographical method, the article investigates the ways of increasing women’s participation in the political life of Kazakhstan. This empirical study comprises a total of 18 biographies of women deputies / candidates on party lists who were elected to the legislative body. Content analysis was also conducted to investigate the pre-election programs of the political parties.FindingsThis study has identified that political party is the main resource for promoting gender equality and involving women in the decision-making process. All 18 women deputies of the Mazhilis, the lower house of parliament, are members of political parties. The findings show that women candidates without party affiliation were unable to get into representative body. The results of the election campaign of 2023 provided evidence for determining the gender order in the Kazakhstani political space. The party has become an effective channel for promoting women participations in the parliament of the country. By comparison, in single-mandate constituencies no woman was able to pass to the elected body.Originality/valueThis study contributes to the literature of gender equality and women’s political participation in Kazakhstan and may be relevant for other countries. It also has practical significance and policy implications for the government and political parties.

Institutionalizing Projectification—The Case of Kyrgyzstan

The extent to which projects are established as an organizational form in society to cope with various challenges has been analyzed extensively in research under the term ‘projectification’. However, it remains unclear how the projectification at the level of society begins and which actors are involved in its institutionalization. Drawing on an explanatory case study in post-Soviet Kyrgyzstan, responses are provided to these questions and propositions for further research. The country is undertaking reforms as part of its ongoing transformation, which includes the professional implementation of projects, particularly in the public sector. These activities are, to some extent, based on the developments in project management in neighboring Kazakhstan, where a presidential decree also constituted a first step towards the institutionalization of projectification. It later found its way into relevant sectors and to key actors via the presidential administration, primarily through regulative and normative institutions. Because of increased international cooperation, the number and importance of projects in Kyrgyzstan will continue to increase in the coming years, requiring greater emphasis on projectification. The results are informative for research into projectification and for those involved in countries with comparable situations.

This article examines constitutional development stages in Kyrgyzstan including Constitution and the constitutional system that appeared during the Soviet period. The Constitution of Kyrgyzstan went through the same stages in its development as the Kyrgyz government as a whole, both in the Soviet and in the sovereign, independent period in the history of Kyrgyzstan. The study of archival documents let us restore historical truth and the list of names of all members in the commissions for drafting the Constitutions in both the Soviet period and in sovereign independent Kyrgyzstan.
