Traditionally, the policy sciences exhibited a paradoxical relationship to public behavior: arguing in theory that it was rational in a utilitarian sense and could be modelled as such while at the same time recognizing its irrational nature in practice without attempting to reconcile this contradiction. A recent behavioral turn among policy scholars has broken the discursive hegemony of traditional hedonic compliance-deterrence models, however, placing informal institutions such as norms, irrationalities and collective action at the center of the policy research agenda. To date there has been little theorizing of the implications of this turn for the policy-making nature of the state, as well as its extent and nature. Addressing these gaps we conduct a bibliometric review, which finds that the number of behaviorally-oriented articles on policy instruments have been increasing in number and relevance. This provides evidence of a behavioral turn in policy studies as well as documenting the emergence of a behavioral state, that is one which is more inclined to reconcile policy-making theory and practice by embracing the irrationalities of policy actors, through the creation of nudge and behavioral units across a wide range of domains, a shift in emphasis from the supply of policy to the demands of policy targets. However, the study shows the impact of this turn is geographically and sectorally uneven and will become more generalized in the future only if more states embrace this ‘turn’.

Este trabajo tiene como objetivo explorar los recursos con los que cuenta la élite política y cómo estos influyen en los patrones de carrera que desarrollan. Partiendo de la hipótesis de que el tipo de capital poseído condiciona las oportunidades y decisiones de carrera, se asume que los recursos disponibles influyen en que los políticos desarrollen su carrera en un solo ámbito territorial o se muevan entre niveles. En concreto, esta investigación toma como unidades de observación a alcaldes de las ciudades más pobladas de cada entidad territorial en sistemas multinivel y plantea que la esfera local constituye un fin en sí mismo en la carrera, apuntando a un proceso de reinversión de capital político para el mantenimiento de la posición dominante de los alcaldes en el escenario municipal. A partir de una revisión de la literatura sobre capital político y mediante una base de datos original, el trabajo aporta evidencia empírica sobre los tipos de capital que están más y menos presentes en el desarrollo de diferentes tipos de carreras políticas en el ámbito local en sistemas multinivel con distintos grados de descentralización.

Many academics misunderstand public life and the conditions under which policy is made. This article examines misconceptions in three major academic traditions—policy as science (e.g., ‘evidence‐based policy’), normative political theory, and the mini‐public school of deliberative democracy—and argues that the practical implications of each of these traditions are limited by their partial, shallow and etiolated vision of politics. Three constitutive features of public life, competition, publicity and uncertainty, compromise the potential of these traditions to affect in any fundamental way the practice of politics. Dissatisfaction with real existing democracy is not the consequence of some intellectual or moral failure uniquely characteristic of the persona publica, and attempts to reform it are misdirected to the extent that they imagine a better public life modeled on academic ideals.
