Policy Design for COVID‐19: Worldwide Evidence on the Efficacies of Early Mask Mandates and Other Policy Interventions

Abstract: To understand the extent to which a policy instrument’s early adoption is crucial in crisis management, we leverage unique worldwide data that record the daily evolution of policy mandate adoptions and COVID‐19 infection and mortality rates. The analysis shows that the mask mandate is consistently associated with lower infection rates in the short term, and its early adoption boosts the long‐term efficacy. By contrast, the other five policy instruments—domestic lockdowns, international travel bans, mass gather… Show more

“…Although Hofstede's work suffers from some limitations, it provides a useful and well-established framework for comparing cultures across countries 1 (Doney, Cannon, and Mullen 1998;Grimmelikhuijsen et al 2013). Scholars have examined how national cultures affect public management processes and outcomes, such as administrative reforms and quality of government (e.g., An et al, 2021;Meyer and Hammerschmid 2010;Porcher 2021). For example, Grimmelikhuijsen et al (2013) find that the negative effect of transparency on trust in government is stronger in high power distance or long-term oriented cultures such as South Korea.…”

“…The consideration of these 19 measures also correspond to their usages in several recent COVID-19 studies (e.g. [ 31 , 32 ],), and these can hence assist in gaining insights on Governments’ responses during the COVID-19 onslaught.…”

“…Differences in the actual efficacy appeared across particular measures [ 37 ]. For example, a mask mandate was of stronger efficiency than that of other policy instruments, such as gathering bans [ 38 ]. In that regard, some scholars found that gathering ban measures have been far more prevalent in COVID-19 than in former pandemics, but there has been insufficient concern about their specific role on their own [ 39 ].…”
