Policy Brief—Encouraging Innovation that Protects Environmental Systems: Five Policy Proposals

Abstract: Human innovations have created widespread human prosperity. However, they are also threatening the global environmental systems on which our economy and civilisation depend. The likely solutions to these challenges-such as the transition to clean energy systems-will require yet more innovation. This article presents five policy proposals that would support more innovation of the environmentally beneficial kind and less innovation of the environmentally harmful kind. We argue that the appropriate portfolio of i… Show more

“…For instance, our analysis suggests that closed pathways with scalability-such as BECCS and building materials-would be sensitive to a subsidy for CO 2 removals. Changes to standards, mandates, procurement policies and research and development support, in order to close gaps in knowledge across a portfolio of pathways 90 , are also desirable. Financing and managing the emergence of a globally important new set of CO 2 utilization industries will probably require clear direction and industrial support from government.…”

“…Efforts have been made to model IEC endogenously using integrated assessment models (IAM). 6,13,14 However, there is disagreement on the effect of energy-saving efficiency improvements associated with carbon prices. 4,5,15,16 These studies generally follow a bottom-up approach by assuming an ''innovation possibility frontier'' determined by knowledge capital built via research and development (R&D), 5 or similar concepts, 17,18 in the models.…”

“…Previous scholars described the influence of green performance from different dimensions. According to Hepburn et al (2018), policy funding has a significant positive impact on environmental innovation initiatives. Albort-Morant et al (2017) argued that knowledge transfer plays an important role in promoting the green innovation performance.…”
