The COVID-19 pandemic has created a range of unforeseen and unprecedented challenges for police departments worldwide. In light of these challenges, the goal of this review is to understand the potential short- and long-term effects of disasters and public health emergencies on policing organisations and officers. A total of 72 studies were eligible for inclusion, based on their focus on policing and police work during and in the aftermath of natural disasters and public health emergencies. Through an extensive review, we compile and analyse the most common issues and best practices identified in the literature, and discuss ‘what works’ in the context of policing such emergencies. The literature reveals four categories of issues predominantly raised in this context, namely police-community relations, the mental health and wellbeing of officers, intra-organisational challenges, as well as inter-agency collaboration and cooperation. Based on our review and analysis, we offer a list of recommendations relevant for policing the current COVID-19 outbreak. The findings of this review have immediate implications for policing during COVID-19 but also cover long-term effects, providing valuable recommendations for after the crises has passed.

Hurricane Katrina's First Responders: The Struggle to Protect and Serve in the Aftermath of the Disaster

ABSTRACTObjective: Hurricane Katrina highlighted both the crucial role of first responders in times of disaster and the resultant stress on them and their families. The primary objective of this study was to describe the mental health status and symptoms of first responders in the New Orleans area. We further hypothesized that given the extent of the disaster and slowness of recovery, symptoms of posttraumatic stress and depression would not decrease after the first-year anniversary of Hurricane Katrina.Methods: A total of 1382 first responders, including respondents from police, fire, emergency medical services, and city workers, participated in this longitudinal study. The first screening was conducted between 6 and 9 months after Hurricane Katrina and the second round of data collection was conducted 13 to 18 months after the hurricane. A subsample of the respondents (n = 87) were matched at both time points, which allowed for paired sample comparisons. We measured all of the respondents' levels of traumatic experiences, alcohol use, partner conflict, requests for services, posttraumatic stress, and depression.Results: More than one-quarter of the first responders reported the following traumatic experiences: witnessed injury or death (70%); damage to home (93%); injury to a friend (25%); and previous loss or trauma (30%). Data also revealed that at least 10% of the respondents had significant levels of posttraumatic stress symptoms; 25% of the participants reported significant levels of depression; and more than 40% reported increased alcohol use and conflict with partner (41%). A statistically significant decrease in the symptoms of posttraumatic stress or depression was not found within 18 months of Hurricane Katrina.Conclusions: Results suggest that the severity of the traumas experienced from both the impact of Hurricane Katrina and the subsequent recovery has important mental health implications for first responders. Reports of symptoms of anxiety or depression should be attended to so as to prevent increasing symptoms that could negatively affect the first responder and his or her family. These findings highlight the importance of not only providing mental health services for first responders but also having adequate plans in place before natural or technological disasters strike.(Disaster Med Public Health Preparedness. 2011;5:S214-S219)

How does technology‐based monitoring affect street‐level bureaucrats' behavior? An analysis of body‐worn cameras and police actions

Body‐worn cameras may produce varying effects on police behavior, depending on the agency‐specific accountability context in which the technology adoption is embedded. The cameras may encourage coercive police actions when acquired to incentivize performance, such as by protecting officers from false complaints. By contrast, when acquired to enhance procedural accountability, such as by enabling closer scrutiny of officer misconduct, the cameras may discourage coercive police actions. Based on this framework, this study examined the case of the New Orleans Police Department, an agency that implemented a body‐worn camera program to enhance both performance and procedural accountability. Results of Bayesian structural time‐series modeling with synthetic control show that the program increased the number of investigatory stops and follow‐up measures (i.e., frisk, search, citation, arrest) while decreasing the ratio of more‐to‐less coercive measures during stops (i.e., arrest/citation‐to‐warning ratio and search‐to‐frisk ratio). However, the program had a null effect on the minority‐to‐White suspect ratio, despite the agency's bias‐free policing initiative. The percentage of frisks and searches detecting drugs or weapons also declined. A broader implication of the findings is that technology‐based monitoring mechanisms are important, but not a silver bullet for improving the behavior of street‐level bureaucrats.
