After the end of the Cold War and the disintegration of the Soviet Union, evaluation of the new international system became quite important subject in the field of international relations. The group of specific authors recognized the system as the Unipolar one. However, there were others, who regarded the moment as unipolar, not the system. Several years later, the new evaluation was born, referring to the US as declining power and hinting that the system was in transition. Conversely, still there were scientists who emphasized that the United States was the unchallengeable sole superpower on the world political map. Meanwhile, certain authors suggested that the system became bipolar because of China's irreversible economic progress. Thus, the bipolarists claim that there are only two great powers in the contemporary international system. Against the all above-mentioned evaluations, there is another assumption that the current world is multipolar, with more than two great powers.However, the present-day multipolarity is quite different than 19 th century original analogy. The simple verdict that can be derived from different evaluations of international system is that the conclusions of contemporary authors make understanding of modern system quite vague. Thus, it is important to ask what the ongoing international model is. The aim of the article was to find out the type of system not via supporting an author's verdict but to discover links and common ground among different conclusions. The goal didn't prevail however, the result made by specific evaluation turned out to be anomalous.

Nigeria is one of the countries that operates a federal system of government. Likewise, Nigeria has been a federal state with several security challenges for many decades, despite a strong and unified security architecture controlled by the government at its centre. The matters of national security are vested with the central government in the Exclusive List of the Nigerian 1999 Constitution. Despite the huge budget that the Federal Government has allocated towards security operations and operations for many years, there is dissatisfaction and outcries from several segments of the country regarding the current security situation. This study examined the various discourses on redesigning the Nigerian security architecture, including the calls for state police in a fashion that will appease the comprising federating units. The problem is the reservation and the resentment that some stakeholders are expressing towards the decentralisation of the national security architecture. The theory of decentralisation and devolution of powers was adopted in the study. The study utilised documented sources of data, including books, journal articles, newspapers, reports, and internet sources, for data collection. The data obtained were analysed using content analysis, where themes were designed and discussed concerning the adopted theoretical framework. The study discovered that the agitations for state police were perceived by the Federal Government, some state governments, and stakeholders as a political move to weaken the might of the FG and to muster extra powers by some state governors against the public, the opposition, and the FG. The study recommends, among others, that the calls for the decentralisation of national security architecture should not be jettisoned totally as political, but there is a need for caution in establishing them to avoid further security crises in the future because practically, it is not feasible now.

In this article, the rise of China is discussed in the light of economic and military data, and what the challenge from China means for the global leadership of the U.S. is analyzed. Changes in the indicators of the U.S. and China’s economic and military power over the last 30-40 years are examined and an answer is sought for the following question: What will the consequences of China’s rise be in terms of the international political system? To answer this question, similar ‘rise and challenge’ precedents are discussed to contextualize and analyze and the present challenge China poses. This article concludes that while improving its global status, China has been taking the previous cases’ failed challenges into consideration. China, which does not want to repeat the mistakes made by Germany and the Soviet Union, is hesitant to pursue an aggressive military policy and tries to limit its rivalry with the U.S. in the economic area. While Chinese policy of avoiding direct conflict and focusing on economic development has made it the biggest economic rival of the U.S, the rise of China initiates the discussions about the end of the U.S. and West-led international system.
