Goals: The research aimed to identify the main benefits of a municipal institution of higher education (HEI) from the point of view of the most distinct groups of interest, such as city hall, companies, teachers, students and those responsible., characterizing the main key actors/ interlocutors and analyzing their perceptions regarding the role of this HEI in the development of the Region. Considering this relevant input, the study systematizes a set of actions capable of improving the various socioeconomic benefits of the institution. Design / Methodology / Approach: Interviews were conducted with City representatives, teachers, students, community members, and local companies, in order to verify their comments and views in relation to the IES studied. Results: The results of the investigation and surveys were supporting in a large extent the opinion of the stakeholders participating in this studied, which recognized the relevance of the Municipal IES for this region. Limitations of the investigation: The study is limited to a single Higher education Institution located on the northern coast of the State of Rio de Janeiro, Brazil. Having not been done comparisons with other similar entities. Practical implications: Presents a special contribution of this Institution to the feasibility and democratization of access to public, free, high quality education at night hours. Originality / Value: This is a peculiar case, since this IES is budgeted by the Municipality, being after regular working hours (at night), and offered free of charge.

Embasando-se em dados da Pesquisa Nacional por Amostra de Domicílios (2022) e dos censos da educação básica, avalia-se o atingimento da Meta 3 do Plano Nacional de Educação (2014-2024), que buscou universalizar a escolarização para a população de 15 a 17 anos e elevar a taxa líquida de matrículas no ensino médio para 85%. Por haver relação direta entre algumas metas, incorporaram-se à avaliação da Meta 3 os resultados referentes às metas 2, 6, 7 e 11. Concluiu-se que a não concretização da Meta 3 decorre de distorções existentes já no ensino fundamental. Fatores relacionados às condições socioeconômicas e às desigualdades relativas ao pertencimento de raça repercutem negativamente na universalização do ensino médio e na ampliação da presença de jovens de 18 a 24 anos no ensino superior.
