Physics opportunities at an electron–ion collider

Abstract: We discuss open physics problems which pertain to the nuclear structure that could be addressed with the measurements at a dedicated electron-ion machine at high energies. Physics possibilities at the Electron Ion Collider and the Large Hadron electron Collider proposals are briefly presented.
