The purpose of the work is to analyze national and federal projects of the Russian Federation in the field of ecology, transport infrastructure, assess the degree of their implementation and identify factors affecting the effectiveness of project activities. The article analyzes the main aspects of project management in the system of transport infrastructure development, control and monitoring of planned activities. This will reveal the degree to which the final goals of the projects have been achieved, taking into account the transport component in the region’s system. One of the most pressing topics in the modern world is the environmental problem, which has a serious impact on the economy of the state and the life of society. The negative consequences of economic growth have necessitated the formation of a concept of sustainable development and the development of Sustainable Development Goals within its framework, the achievement of which is carried out through the development and implementation of environmental projects. Using a systematic approach, considering the totality of national, federal and regional environmental projects as a single and integrated system, allowed us to achieve our goal. As a result of the conducted research, projects of the Russian Federation in the field of ecology at the national and federal levels were identified, projects were linked to the Goals of sustainable development, development of transport infrastructure, an analysis of the implementation of project indicators was carried out, the reasons for the deviation of indicators from the set values were identified, the dynamics of environmental ratings of the leading regions over two years was considered. The practical and theoretical significance of the study lies in identifying the factors influencing the success of project activities in the field of ecology, taking into account transport infrastructure and the possibility of predicting the results of project implementation in the future.

The authors in this study noted that, the world economy is faced with the realities of depletion of natural resources, water, and environmental pollution. The global course around the world today is the “green economy”, which provides not only a careful attitude to nature, but also the introduction of innovative technologies. In addition to the high level of physical and moral depreciation of equipment, which worsens the issue of irrational consumption of raw materials and energy, there is also a lack of innovation due to low demand and restricted funding. The current implementation of the Invest EU investment program aims to attract a minimum of 650 billion rubles between 2021 and 2027 in long-term public and private investments to support the sustainable revitalization of the European economy. A significant portion, 30%, of these funds are earmarked for climate-related projects. This presents a unique chance for funding innovative ventures that carry higher financial risks, with the added security of a $26.2 billion euro EU budget guarantee. The Public Sector Loan Facility offers a unique financing option, serving as a credit line to enhance public funding in specific areas. This facility, offered by the European Investment Bank, combines grants from the European Union with loans to support projects in targeted regions. It also extends assistance to projects that may not generate profits. The Center for Green Finance was founded in Kazakhstan in 2018 at the Astana International Financial Center with the aim of advancing and advocating for environmentallyfriendly financial practices.

The study examines the border rivers, which is one of the main features and prerequisites for the integration of the efforts of the Central Asian countries as the basis for the ecologically balanced use of water and land resources in the region. For the countries of the region, the problem of water use in the basins of transboundary rivers has much in common, however, there are differences due to the climatic, economic, economic, and political conditions of each country. Environmental security and the economy of the Central Asian countries are closely linked to the nature of the use of water resources and coordinated actions for the joint management of transboundary rivers. A noticeable decrease in their water resource potential as a result of the increasing struggle for water, pollution of water sources are considered as serious obstacles to the sustainable development of the region.
