Natural rubber is one of the pillars of Indonesia's export commodities. However, over the last few years, the export value of natural rubber has decreased due to an oversupply of this commodity in the global market. To overcome this problem, it is possible to predict the volume of Indonesia natural rubber exports. Predicted values can also help the government to compile market intelligence for natural rubber commodities periodically. In this study, the prediction of the export volume of natural rubber was carried out using the Automatic Clustering as an interval maker in the Fuzzy Time Series or usually called Automatic Clustering and Fuzzy Logical Relationship (ACFLR). The data used is 51 data per year from 1970 to 2020. The purpose of this study is to predict the volume of Indonesia natural rubber exports and compare the prediction results between the Automatic Clustering and Fuzzy Logical Relationship (ACFLR) and Chen's Fuzzy Time Series. The results showed that there was a significant difference between the two methods, ACFLR got 0.5316% MAPE with and Chen's Fuzzy Time Series model got 8.009%. Show that the ACFLR method performs better than the pure Fuzzy Time Series in predicting volume of Indonesia natural rubber exports.

El Nino Southern Oscillation (ENSO) causes rainfall anomalies, which may disrupt Indonesia’s natural rubber production by interfering with the trees’ growth and affecting the export volume. This study analyzed the effect of ENSO dynamics on the monthly productivity of natural rubber and Technically Specified Natural Rubber (TSNR) 20 export. Monthly data from January 2006 to December 2019 were collected from the Statistics Indonesia, International Trade Centre (ITC), World Bank, Bank Indonesia, and National Ocean and Atmospheric Administration (NOAA). Descriptive statistics unveiled that strong La Nina increased the average of monthly productivity by 3.37% to 9.68%, while strong El Nino tended to decrease productivity by 1.30% to 9.27%. Moreover, the Vector Error Correction Model (VECM) demonstrated the negative effect of ENSO on Indonesia’s natural rubber export, both in the short and long term.

Aspal konvensional berasal dari perengkahan minyak bumi, merupakan sumber daya alam tak terbarukan yang cadangannya terus berkurang. Hal ini disebabkan meningkatnya penggunaan aspal untuk pembangunan jalan baru, pemeliharaan jalan yang sudah ada dan pembangunan jalan bebas hambatan. Untuk mengatasi masalah berkurangnya cadangan aspal, maka perlu dicari bahan alternatif yang dapat diperbaharui sebagai bahan campuran aspal. Penambahan material alternatif sebagai campuran aspal harus dapat meningkatkan kualitas dan umur pakai jalan. Menanggapi permasalahan yang ada, diperlukan solusi agar penggunaan aspal konvensional dapat dikurangi tanpa mengurangi kualitas jalan. Karet alam merupakan salah satu bahan yang dapat digunakan sebagai campuran aspal konvensional. Penggunaan karet alam sebagai bahan campuran aspal dari beberapa hasil penelitian pada perbandingan tertentu dapat meningkatkan mutu aspal dan umur layan jalan. Indonesia sebagai negara penghasil karet alam terbesar kedua di dunia setelah Thailand memiliki prospek untuk menggunakan karet alam sebagai campuran aspal. Penggunaan karet alam sebagai bahan campuran aspal dapat memberikan manfaat positif bagi penyerapan karet alam sekaligus meningkatkan kualitas jalan dan menghemat penggunaan aspal konvensional. Selain itu, penggunaan karet alam sebagai bahan campuran aspal dapat menghemat pengeluaran devisa negara dari impor aspal. Kebijakan penggunaan karet alam sebagai bahan campuran aspal dapat memberikan multiplier effect bagi pemerintah, pelaku ekonomi dan masyarakat.
