Growing global scarcity of water is forcing a change in their management models and the need to implement good governance schemes, understood as the implementation of legal, institutional and economic mechanisms that enable the efficient organisation of the activity developed by all of the agents involved in water management. In this sense, one of the greatest achievements in Spanish hydraulic history is the organisation called Mancomunidad de los Canales del Taibilla (MCT), whose existence usually goes unnoticed in one of the most arid regions of Europe: the South-East of Spain.Therefore, this study will analyse the MCT management model, based on the good governance of water, as well as their positive socio-economic impacts on population and areas supplied as a consequence of the quality and continuity of the urban supply, which has been extraordinarily beneficial for resolving health and hygiene and comfort problems. This is all thanks to the continual search for new sources of supply, in addition to efforts to improve leakage control, modernisation of management, educational campaigns implemented and the efficient and sustainable use of resources without financial unbalances.

In recent decades, considerable efforts have been devoted to process automation in agriculture. Regarding irrigation systems, this demand has found several difficulties, including the lack of communication networks and the large distances to electricity supply points. With the recent implementation of LPWAN wireless communication networks (SIGFOX, LoraWan, and NBIoT), and the expanding market of electronic controllers based on free software and hardware (i.e., Arduino, Raspberry, ESP, etc.) with low energy requirements, new perspectives have appeared for the automation of agricultural irrigation networks. This paper presents a low-cost solution for automatic cloud-based irrigation. In this paper, it is proposed the design of a node network based on microcontroller ESP32-Lora and Internet connection through SIGFOX network. The results obtained show the stability and robustness of the designed system.

Agriculture is an activity linked to the environment and has a great influence on climate change. As more and more crops are producing in less time, agricultural production is intensified and water consumption and energy demand is increasing. Since the energy consumed is not renewable, greenhouse gases (GHG) are emitted and their concentration in the atmosphere increases. The objective of this article is to apply various methodologies for the precise quantification of the carbon dioxide equivalent (CO2-eq) and GHG emissions in the management of irrigation water and energy in ten water user’s associations (WUAs) in the southeast of Spain. All the studied WUAs include irrigation facilities. This paper is based on obtained data in different water and energy audits during 2017. The concept of “irrigation water management” considered in the article covers the process from its extraction through management data to its transport and application to crops through irrigation systems, as well as the reception of water. The way in which water and energy is used to irrigate crops is taken into account. Moreover, the type of energy used for irrigation and at what moment energy is demanded influence the total amount of generated GHG emissions. The tariff periods for electricity and the water needs of the crops planted also has to be taken into account, as well as the economic emissions valuation.
