Background: Traditional Korean Medicine (TKM) is highly integrated with the modern health care system of South Korea and is actively used in the public health field. Since 2014, the Ministry of Health and Welfare of South Korea has supported the development of standard models for TKM-based health promotion programs. This study aimed to report and evaluate a standard TKM-based health promotion program for the health of disadvantaged children.Methods: The program was developed based on previous studies, on-site surveys, and expert advice. It was applied to children in the intervention group for 12 weeks, but not to children in the wait-list control group. The program’s effectiveness indicators—the number of outpatient visits, absence, late or early leave, and infectious symptoms—were compared between groups. For statistical analysis, difference-in-differences model with a zero-inflated negative binomial regression model was used.Results: At baseline, there were 156 children in the intervention group and 153 children in the wait-list control group, among which 155 and 147 children, respectively, were included in the analysis. The number of outpatient visits was significantly lower (by 65%) in the intervention group than in the wait-list control group (p = 0.03). The number of absences, lateness/early leaves, and infectious symptoms were 51%, 47%, and 14% lower, respectively, in the intervention group than in the wait-list control group, but the difference was not statistically significant.Conclusions: A standard TKM-based health promotion program has the potential to improve the health of disadvantaged children. In the future, studies with long-term intervention and large-scale subjects are needed to enhance the applicability of these programs in communities.

Background Traditional Korean Medicine (TKM) is highly integrated with the modern health care system of South Korea and is actively used in the public health field. Since 2014, the Ministry of Health and Welfare of South Korea has supported the development of standard models for TKM-based health promotion programs. This study aimed to develop and evaluate a standard TKM-based health promotion program for disadvantaged children. Methods Using convenience sampling, we recruited 16 Community Children’s Centers (CCCs) located in Busan and Yangsan, South Korea, which are welfare daytime facilities for children from socially disadvantaged families. The CCCs were divided into two groups of eight CCCs—intervention CCCs and control CCCs—through random allocation, and children in each group were selected as subjects for the study. For 12 weeks, the TKM-based health promotion program developed in this study along with the basic services of CCCs were applied to children in the intervention group, and only the basic services of CCCs were provided to children in the control group. Data were obtained through pre- and post-surveys with the legal representatives of the children prior to implementing the program and after the 12-week program, respectively. The outcome variables—the number of outpatient visits, absences, lateness/early leaves, infectious symptoms, and EuroQol-5D and EQ-visual analog scale scores–were measured and statistically compared between the groups by descriptive analysis, chi-square test, t-test, and difference-in-differences model with regression analysis. Results At baseline, there were 156 children in the intervention group and 153 children in the control group, among which 155 and 147 children, respectively, were included in the analysis. Results indicated that the number of outpatient visits was significantly lower (by 65%) in the intervention group than in the control group (p = 0.03), and this was similar in the sensitivity analysis. Regarding other outcome variables, the effects were not consistently significant. Conclusions A standard TKM-based health promotion program has the potential to improve the health of disadvantaged children. In the future, studies with long-term interventions and a larger sample are needed to enhance the applicability of these programs in communities.

† This following paper took parts of Ministry of Health and Welfare "2016 Korean Medicine Health Promotion program for Children" written by the same authors and edited and added parts of it. Objectives: This study was designed to confirm the effects of the Korean Medicine health promotion program targeting young children. One important aspect of the Korean Medicine health promotion program for children is to bring awareness of health benefits of introducing Korean Medicine methods to young children and to promote incorporating such methods in children's daily activities to develop healthy habits. Methods: The following experiment was conducted for 6 weeks, and the participants were in the age between 2 to 6 years old from 6 child care centers in Wonju and Chungju. 268 participants were in the intervention group, and 277 in the control group. To measure the outcomes of the Children Korean Medicine health program, the intervention group received Korean Medicine prevention programs (children education, parent education, growth exercises, common cold prevention scarf, and pear herb tea), control group did not. This research collected and compared the following data as the children's health indicators to measure the outcomes before and after the program: medical services usage, the number of absences, early leaves, and tardiness to the child care centers due to the participant's health condition. Results: After applying the children's health promotion programs on children between the age of 2-6, there was a decrease in the overall medical services usage, absences, early leaves, and tardiness to the child care center. This health promotion program was purely based on Korean medical theories and Korean Medicine resources without any conventional medical mediation. Conclusions: It can be concluded that a positive change was noted in raising awareness of Korean Medicine through educating both the parents and children. By learning to incorporate Korean Medicine prevention practices to daily habits, not only was there a reduction in the Medical services usage, but the children also became familiar and comfortable with Korean Medicine and its treatment procedures; the overall satisfaction level of the program was also high.
