This research discusses agrarian problems that occur in Sikayah Negara Indonesia with a focus on the case study of the Supreme Court Decision Number 777.pk/Pdt/2019 and examines the legal protection given to landowners. The background to this problem comes from the agrarian conflicts that are often faced by landowners, where their ownership rights are threatened. The research method used is normative legal research with a case study approach. The collected data was analyzed qualitatively to identify emerging agrarian problems, analyze the methods used in the case studies, and evaluate the legal protection given to landowners. The results of the research show that the case study of the Supreme Court Decision Number 777.pk/Pdt/2019 involves conflicts between landowners and other parties who also claim the same land rights. The methods used include document analysis, case discussion, and legal assessment. Based on the research results, it can be concluded that legal protection for landowners in the context of agrarian problems in Sikayah Negara Indonesia is still not optimal. There are weaknesses that need to be fixed in legal policy and law enforcement to ensure better protection of land ownership rights and the interests of landowners. In order to improve this situation, further efforts are needed to improve relevant legal policies, strengthen law enforcement, and provide fair and effective protection for landowners. This will ensure the realization of balanced agrarian justice and adequate protection of the rights of landowners in the Sikayah Indonesia Country.

Banjir merupakan masalah yang rutin dialami oleh masyarakat di wilayah Sungai Kali Lamong, khususnya di Desa Jono dan Desa Tambakberas, Kecamatan Cerme, Kabupaten Gresik. Oleh sebab itu untuk mengurangi masalah banjir, diperlukan pembangunan tanggul. Akan tetapi, pembangunan tanggul memerlukan adanya pengadaan tanah pada lokasi yang direncanakan. Tujuan dari studi ini adalah melakukan analisa banjir dengan program HEC-RAS, melakukan studi kelayakan terhadap pembangunan tanggul yang meliputi kelayakan ekonomi, analisa dampak lingkungan, dan memperkirakan pengadaan tanah yang diperlukan untuk pembangunan tanggul. Dari analisa hidrologi dengan menggunakan Hidrograf Satuan Sintesis (HSS) Nakayasu, debit yang digunakan dalam perencanaan tanggul adalah Q10 = 346.81 m3/dt. Lalu dilakukan running dengan HEC-RAS dan didapatkan dimensi tanggul parapet beton yang mampu mengatasi banjir dengan dimensi H = 3,5m. Pembangunan tanggul memerlukan nilai biaya (cost) sebesar Rp. 23.090.600.000,- dan manfaat (benefit) yang didapat dari pembangunan tanggul sebesar Rp. 23.954.706.640, sehingga nilai BCR 1.04, NPV 0.78, dan IRR 17%. Sehingga secara ekonomi, pembangunan tanggul layak untuk dilakukan. Berdasarkan hasil penapisan, pembangunan tanggul ini tidak memerlukan AMDAL secara lengkap, namun hanya perlu UKL dan UPL yang berisi dampak, besaran dampak, tujuan pengelolaan, upaya pengelolaan lingkungan hidup, dan lokasi pengelolaan.

This study aims to determine the authority and role of the village head in resolving civil cases currently being faced during the Covid-19 pandemic. This study uses a normative juridical research method. The results of this study indicate that the Village Head has the authority to lead the administration of village governance, establish village regulations, foster village community life, and foster peace and order in the village community. Then the authority of the Village Head One way to resolve civil dispute cases is by facilitating, mediating, and coaching as well as motivating the public to resolve disputes between the two parties. The role of the Village Head in resolving civil dispute cases is as a peace judge before entering the realm of litigation. It was found that the role is the same as that of judges in the realm of litigation, in that the village head becomes a facilitator in civil matters or cases, plays a passive role but is oriented towards mitigating more widespread conflicts within his territory. The COVID-19 pandemic has reduced the resolution of disputes into the realm of litigation, but many have been resolved by village heads as an anticipatory measure against the spread of the virus. The results of this study recommend that the role of the village head can carry out the function of a judge in resolving civil issues through training organized by relevant institutions for the settlement of civil cases.
