The Constitutional Court Decision 97/2016 emphasizes Bhinneka Tunggal Ika which is the diversity of Indonesia and observed to be another path to rebuild the relationship between the state and the indigenous people, especially concerning the citizenship framework. However, that decision is not enough to guarantee the sustainable reproduction of indigenous people’s religion. This research aimed to showed an interconnection between Indigenous religion and indigenous territory among Talang Mamak people in Riau Province. This research was conducted using qualitative method. There is possibility of tracing the interaction to nature and this implies it is not only a means of subsistence but also has both horizontal and vertical meanings embedded in their indigenous religion narrative. This relationship represents their strong emotional and spiritual connection to nature as well as the foundation to build their identity and form their worldview.

Tulisan ini membahas tentang konsekuensi penempatan urusan kepercayaan terhadap Tuhan Yang Maha Esa (YME) dalam kebijakan kebudayaan di Indonesia. Hal tersebut menarik untuk didiskusikan mengingat kepercayaan terhadap Tuhan YME bagi para pemeluknya merupakan agama, dalam kadar tertentu. Selain itu, perlakuan pemerintah juga menunjukkan bahwa kepercayaan terhadap Tuhan YME merupakan agama, misalnya kolom agama di KTP yang boleh dikosongkan. Namun, kebijakan mengenai kepercayaan terhadap Tuhan YME ditangani oleh lembaga yang bertanggung jawab untuk kebijakan kebudayaan, yaitu Direktorat Kepercayaan terhadap Tuhan YME dan Tradisi (DKT), yang bernaung di bawah Direktorat Jenderal Kebudayaan, Kementerian Pendidikan dan Kebudayaan. Kajian mengenai kebijakan yang berkaitan dengan kepercayaan terhadap Tuhan YME masih sedikit. Sehubungan dengan itu, tulisan ini dibuat dengan harapan dapat memberi sumbangsih terhadap khazanah literatur yang membahas tentang hal tersebut. Tulisan ini dibuat berdasarkan kajian dokumen. Data yang digunakan berupa hasil evaluasi pelayanan penghayat kepercayaan terhadap Tuhan YME, yang dikeluarkan oleh DKT pada Tahun 2016. Hasil evaluasi tersebut berisi jenis pelayanan kepada penghayat kepercayaan terhadap Tuhan YME, dasar hukumnya, permasalahannya, serta solusi yang dijalankan oleh pihak-pihak terkait dalam mengatasi permasalahan yang ada. Berdasarkan data tersebut, tulisan ini menganalisis berbagai permasalahan yang timbul dalam pelayanan kepada penghayat kepercayaan terhadap Tuhan YME di berbagai daerah di Indonesia. As indigenous belief acknowledgement in Indonesia is still progressive, debatable but limitedly investigated from critical discourse analysis perspective, this research is aimed at revealing the discursive construction of indigenous belief issue in The Jakarta Post. This research focuses on analyzing indigenous belief as phenomenon, indigenous believers and government as social actor through the analysis of nomination and predication strategies. Articles published in The Jakarta Post online newspaper from 2013 - 2020 are chosen as corpus data. To analyze this research, Discourse-Historical Approach by Wodak and Meyer (2009) is used as the framework. This research also employs corpus analysis using Sketch Engine. The finding suggests that the issue centralized in the discussion of identity card and human right framed in five different periods. The use of collective proper name, anthroponym and deixis are significant to refer to indigenous believers, meanwhile institutional name, anthroponym and synecdoche are mostly used as referent for government. There is a shift of predication strategies from negative to positive when it discussed government policy on putting indigenous belief column on identity card. This research suggests that the use of corpus software as well as manual corpus screening is important to locate more detail language data.
