Infant Mortality Rate (IMR) is one of the important indicators in public health. Indonesia still has a relatively high IMR compared to the neighboring countries. Based on the Indonesian Demographic Health Survey (IDHS) in 2012, IMR in East Java reached 25.50 deaths per 1000 births. IMR decline occurred during 2012 to 2015. Achievement depends on the factors that influence it. This study aims to create a model of IMR based on maternal and external factors in East Java. The method used was a non-reactive study using 38 districts/cities as sample units in East Java, which came from Central Bureau of Statistics secondary data in 2015. Statistical analysis used multiple linear regression. The results showed the independent variables together affected the IMR (p-value = 0,000 <0.05), but partially influenced by the age of the first married mother (p-value = 0,000 <0.05) and the helper delivery of non-medical personnel (p-value = 0.014 <0.05). The conclusion of this study is the regression equation model for IMR in East Java in 2015, which is IMR = 1,064 + 1,319 * (age of first marriage) + 0.439 * (helper of non-medical births). Suggestions for the Government of East Java Province to implement strategies so that infant mortality cases can be reduced.

Tujuan penelitian ini adalah untuk menganalisis pengaruh rasio angka ketergantungan terhadap IPM, pengaruh PDRB terhadap IPM, pengaruh belanja publik terhadap IPM, serta menganalisis peran gender gap dalam memoderasi pengaruh rasio angka ketergantungan, PDRB, belanja publik terhadap IPM. Metode yang digunakan yaitu pendekatan kuantitatif dengan model regresi data panel dan MRA. Data dalam penelitian ini menggunakan data sekunder yang diambil dari data IPM, data rasio ketergantungan, data PDRB data laporan keuangan dan data IPG tahun 2016-2020 seluruh kabupaten/kota sampel penelitian. Hasil penelitian menunjukan bahwa rasio angka ketergantungan memiliki pengaruh yang signifikan dan berpengaruh negatif terhadap IPM di Kabupaten/Kota Provinsi Jawa Tengah. PDRB dan Belanja publik memiliki pengaruh yang signifikan dan berpengaruh positif terhadap IPM di Kabupaten/Kota Provinsi Jawa Tengah. Gender gap tidak terbukti secara signifikan memoderasi pengaruh rasio angka ketergantungan, PDRB, belanja publik terhadap IPM.

The purpose of the research is to look at the achievements of human development on Nias Island from its three constituent aspects namely health, education and income. Based on an analysis of the three aspects of the HDI compilers, the quality of human development on Nias Island during the period of 2014 to 2018 showed an increase. This research uses descriptive analysis techniques using secondary data. The results also show that there is still a disparity in human development between regions on Nias Island. The human development of Gunungsitoli City is better compared to other regions. This is influenced by regional factors, infrastructure, and easy access to reach aspects of life such as education facilities and health facilities. To further improve human quality and reduce disparities between regions, the Sumatera Utara Provincial Government needs to make policy programs especially in the aspects of Education and health aspects. Institutional strengthening and infrastructure development to support economic growth for fair and equitable welfare for all people on Nias Island.
