The global uncertainty has forced countries including Indonesia to look on ways to stabilize themselves, one of them being the implementation of green-economy development. The lack of inclusive and environmental-oriented policy has created an urgency for East Java Province to prioritize the green-economy implementation. Therefore this paper analyzes a possible implementation of green-economy through Surabaya City’s green-economy concept. This city is chosen due to its status being the only city in East Java to have the Green Sister City Surabaya-Kitakyushu program. This paper uses green economy city development which has four main dimensions which are; decision making process, Implementation Capacity, green economy system and the socio-ecological dimension. A qualitative-descriptive method will be used in this paper, along with a thematic analysis technique to deeply explain the topic at hand. The result of this research is a strategy that can be referenced by Surabaya to develop the green-economy city as the city already has its basis, especially in its society’s system in approaching green-economy aspects. Aside of that, this research also presents 3 strategies of implementing green-economy policies for cities throughout East Java Province. These strategies are intended for those cities to be able to take the first step in developing a green-economy city by deeper understanding of local context, policy & capacity development, and monitoring & evaluation.

Mojokerto merupakan salah satu kota yang mendukung pelaksanaan konsep Green Economy, dimana konsep tersebut dapat dilakukan dalam mendukung pembangunan nasional yang bersifat pro lapangan kerja, pro pertumbuhan dan pro lingkungan, sehingga kota Mojokerto diharapkan dapat mewujudkan pembangunan Green Economy dalam melakukan pembangunan berkelanjutan dimasa sekarang dan masa yang akan datang. Tujuan penelitian ini adalah untuk mengetahui pengaruh langsung dan tidak langsung Konsep Green Economy terhadap Penjualan Sektor UMKM melalui Pertumbuhan Ekonomi Kota Mojokerto. Adapun populasi dalam penelitian yaitu Jumlah UMKM yang ada di kota Mojokerto sebesar 1.625 UMKM. Pada penelitian ini, analisis data menggunakan PLS (Partial Least Square) pada program smartPLS 3.0. Hasil penelitian bahwa variabel Konsep Green Economy memiliki pengaruh langsung terhadap variabel Penjualan Sektor UMKM, variabel Pertumbuhan Ekonomi memiliki pengaruh langsung terhadap variabel Sektor UMKM, dan variabel Konsep Green Economy memiliki pengaruh langsung terhadap variabel Penjualan Sektor UMKM melalui variabel Pertumbuhan Ekonomi. Penelitian ini diharapkan dengan adanya konsep Green Economy dapat memberikan dampak positif bagi Penjualan sektor UMKM dalam pertumbuhan ekonomi di Kota Mojokerto.

Climate change and global warming caused by the increasing number of greenhouse gas emissions can damage human survival, Greenhouse emissions and the economic growth of a country are the main factors that can encourage an increase in the amount of greenhouse gas emissions in the atmosphere, which causes global warming. The study purposed to determine the factors that influence changes in greenhouse emissions and economic growth. The method used in this research is Ordinary Least Square Multiple Linear Regression and simple panel data. The research variables are Energy Consumption, Labor, Loan Interest Rates, and Fuel Eco sport. Those are used as independent variables that affect greenhouse emissions, which function as the dependent variable, and economic growth, which functioned as the dependent variable with the variable Free of Greenhouse Emissions. The results of the study show that (1) energy and labor consumption simultaneously or partially have a significant effect on changes in the number of greenhouse emissions by 89.5% (2) Changes in total greenhouse emissions partially have a significant and positive effect on the country's economic growth (3) research findings. The following variable the increase in the country's Greenhouse Emanation is the most dominant variable with a significant positive effect on a country's economic growth of 70.74 percent
