In this day and age with the internet brings revolution to the way all fields work, especially in the field of business. With the internet technology data became big and known as "Big Data". The development of big data has increased significantly so that it can be utilized in various fields, especially in business areas that have been implemented with internet technology. This electronic buying and selling media have a wide range such as from small to large stores that can utilize media or with a site. This makes users always need this technology, so an E-commerce can also be said to be the largest data-producing media. This study addresses the problem of the extent to which big data generated from E-commerce can affect business and provide benefits for business organizations such as expanding the scope of transactions, supporting decision-making, and others. The research method used in compiling this research is to collect data and information and then conduct processing and analysis of the data. So it is expected from the results of utilization of big data in this E-commerce business that has been processed can provide support especially in making decisions with cluster results that have been obtained for example such as to know the most sales patterns in order to be able to add stock to certain goods and determine promotions based on future sales. The study concluded that based on gift shop sales data, the average item purchased by the store's customers is found in items that are included in cluster group 0 so that the gift shop can increase the stock of items contained in cluster group 0.

Introduction to the Problems: The condition during COVID-19 that made people doing more activities at home drove the increase in spending intensity. This condition referred to a new normal. Online shopping has long been a habit for some people because of the convenience provided. In conditions of increasing online shopping activities certainly have implications for the community-online shopping practices of Indonesian people in the Covid-19 pandemic era, with an approach and cybersecurity. Purpose/ Objective Study: This research aims to examine the relationship between online shopping practices of the Indonesian people in the Covid-19 pandemic era. Design/Methodology/Approach: With an approach to the study of culture and cybersecurity, with integration between culture studies, economy, and digital law studies. Findings: This research finds that massive online shopping practices in Indonesia have implications for social vulnerability. In a cultural context, people could get caught up in alienation. Online shopping activities as productive work (work to make commodities) alienate humans, four sides humans from themselves, productive work objects (instruments and productive work objects), and products consumed. While in the context of security, there was a risk of using misused personal data. It was necessary to ratify the Law of Personal Data Security as a legal regulation mechanism for sanctions for the data privacy misused in.

The concept of a welfare state is the basis for the position and function of government (bestuurfunctie) in modern countries. The application of the law that is obeyed and followed will lead to law and order which maximize the potential of the community. Furthermore, in accordance with the objectives of the state set out in the fourth paragraph of the opening of the 1945 Constitution of the Republic of Indonesia that one of the objectives of the state is to protect the entire Indonesian nation and to advance the general welfare. By the establishment of the country’s goals in the fourth paragraph of the 1945 Constitution of the Republic of Indonesia, the answer is that in fact Indonesia has tried to create a welfare state. The main key in the welfare state is regarding the guarantee of people’s welfare given by the State. Basically, the regulation concerning the right to privacy of personal data is a manifestation of the recognition and protection of basic human rights. Therefore, the drafting of the Personal Data Protection Bill has a strong philosophical foundation and can be accounted for. Decision of the Constitutional Court Number 006 / PUU-I / 2003 further emphasized that the regulation of Personal Data Protection must be in the form of a law. In the Constitutional Court Decision, among others, it was stated that the provisions concerning human rights must be in the form of laws. As a form of the state present to protect as well as the welfare of its people, the government as the highest authority as well as those who run the government is obliged to carry out efforts that are felt needed. One way that the government can do to answer and minimize the problems faced is by implementing the Advance Data Protection System as a form of protection.
