Payments for environmental services in watersheds: Insights from a comparative study of three cases in Central America

Abstract: We have compared two cases of payments for environmental (hydrological) services (PES) in Central America, in terms of socioeconomic background, opportunity costs of forest conservation and stakeholders' perceptions on the conditions of water resources and other water-related issues. We found that, in general, the forgone benefits from land uses alternative to forest cover are larger that the amount of the payment, which contradicts the economic foundation of PES schemes. A number of possible explanations are … Show more

“…Considering these results, we could revisit the three examples provided by Kosoy et al (2007) to observe whether lower quantiles of the distribution are closer to the final payment in the real applications of PES provided by these authors. These studies were located in Honduras, Nicaragua and Costa Rica; all of them have very small sample sizes for an acceptable discrete choice statistical analysis, which is considered the standard in applied CV literature.…”

“…This finding led Kosoy et al (2007) to conclude that the technical studies did not influence the final design of the PES program and that WTP estimations overestimated the politically and socially feasible fees (Kosoy et al, 2007: 454).…”

“…While this assists economic modelling, there remains scant evidence for such behavior in reality, with a majority of individuals displaying "irrational" behavior refl ecting the existence of other preferences (Camerer and Fehr 2006). Non-economic reasons driving conservation-oriented behavior may include religious beliefs, spiritual practices, environmental awareness, social mores, peer group pressure or the desire to exclude other resource users (van Helden 2001; Kosoy et al 2007). Equally, one might assume that irrational motives resulting in resource exploitation may exist, which could include immediate livelihood priorities such as food, fuel or the need for shelter, uncertainty over resource tenure and ownership or religious values that encourage resource degradation through a belief in human supremacy or inviolability.…”

“…Ecosystem service assessments applying a similar, interview-based methodology underline that local people's perceptions and experts' knowledge can be beneficial for local policy and management (c.f. Burkhard et al 2009;Kosoy et al 2007;Sheil et al 2006). …”
