Anugerah Indah Sippan Tourism is a natural destination that offers the charm of a hill in the Saribu Dolok area.. Even though it has just opened, Anugerah Indah Sippan Tourism is a favorite vacation location on weekends. This is because many distinctive charms can be found such as stunning views of the surrounding natural orchestra, a garden on a hill and cool fresh air. However, there are several problems such as accessibility and infrastructure facilities for the Sippan Village tourist attraction, which are still lacking in attention from the government. In this case, the Simalungun Regency Tourism and Culture Office as the manager of the Sippan Village tourist attraction has an important role in managing village tourism objects. The theory used in this study is the role theory by Pitana and Gayatri (2005:95), this research uses a qualitative type methodology that uses interview techniques, observation, and also documentation. As reinforcement, this study also consisted of key informants, main informants and additional informants using data analysis techniques by Miles and Hubermen namely data collection, data reduction, data presentation and conclusions. The implementation of policies often encounters obstacles in its execution. One contributing factor is the lack of support, and policies are frequently met with resistance from the public. This often leads to failures in achieving policy goals and objectives. This study aims to identify forms of participation that are culturally rooted or emerge due to the local wisdom values held by the community. Through an in-depth examination of the coherence between policy values and social cultural values, empirical analysis is conducted using a qualitative approach based on the policy implementation model framework. To meet methodological standards, research data is analyzed through several stages: data presentation, data reduction, verification, and conclusion drawing. Data validity is ensured through data triangulation (sources and documents). The research findings indicate that village governments in Boalemo Regency have culturally coherent forms of participation related to the stages of Village Fund management policy. This participation involves "Mo'dulohupa Participation" in the policy planning stage, "Mo'huyula Participation" in the implementation stage, and "Mo'tahuli Participation" in the policy success evaluation stage. Despite being often overlooked, these forms of participation should be an integral part of decision-making regarding the governance of the Village Fund. Therefore, it is recommended that village governments in Boalemo Regency intensify the use of public participation forms, prioritizing the local wisdom of the Gorontalo region in the governance of the Village Fund, in all stages of policy planning, implementation, and evaluation, to achieve the expected policy success.

Community participation is highly needed in overseeing the management of village funds. This supervision is crucial to ensure that the use of village funds aligns with the needs of the community. This research aims to analyze community participation in the management of village funds in Biluango Village. The study employs a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The research is conducted in Biluango Village, Kabila Bone Subdistrict, Bone Bolango Regency. The findings indicate five models of community participation: First, the community provides ideas or suggestions according to the stage and idea gathering, starting from the bottom using a bottom-up approach; Second, community participation in the planning stage, where the community is involved in Village Deliberations to determine the priorities for village expenditures based on the assessment of community needs; Third, community participation in the implementation stage, where the community is directly involved in the programs implemented in the village; Fourth, participation in the monitoring stage, where the community actively participates in monitoring the implementation of development programs in the village; Fifth, community participation in the evaluation stage, where the community actively participates in the reporting and accountability processes of village fund management. Based on field findings, it can be concluded that the Biluango Village government provides space for the community in every stage of village fund management, from planning, implementation, monitoring, to evaluation stages.
