Abstract:The first grassroots initiatives for renewable energy in The Netherlands were a small number of wind cooperatives that developed in the 1980s and 1990s. After a few years without developments, new initiatives started emerging after 2000, and after 2009 the movement boomed, growing from around 40 to over 360 initiatives. These initiatives form an active, large and diverse movement that uses various motivations, technologies and connections, which have changed over time. This article uses a mixed methodology, aiming to map the development of these different "waves of initiatives" and relate them to the way in which the initiatives fit with their institutional environment. Institutional changes-such as the liberalization of the energy market, changing energy policies and discourses and a policy field that became increasingly multi-actor and multi-level-have influenced the presence and activities of grassroots initiatives. The article concludes that the growth and increasing visibility of the movement can be attributed to a large institutional fit at the decentral level, but that the low priority for grassroots initiatives and the economic rationale of the national government have hindered the political influence and installed capacity of renewable energy production facilities of the initiatives.

Robustness of norm-driven cooperation in the commons

Sustainable use of common-pool resources such as fish, water or forests depends on the cooperation of resource users that restrain their individual extraction to socially optimal levels. Empirical evidence has shown that under certain social and biophysical conditions, self-organized cooperation in the commons can evolve. Global change, however, may drastically alter these conditions. We assess the robustness of cooperation to environmental variability in a stylized model of a community that harvests a shared resource. Community members follow a norm of socially optimal resource extraction, which is enforced through social sanctioning. Our results indicate that both resource abundance and a small increase in resource variability can lead to collapse of cooperation observed in the no-variability case, while either scarcity or large variability have the potential to stabilize it. The combined effects of changes in amount and variability can reinforce or counteract each other depending on their size and the initial level of cooperation in the community. If two socially separate groups are ecologically connected through resource leakage, cooperation in one can destabilize the other. These findings provide insights into possible effects of global change and spatial connectivity, indicating that there is no simple answer as to their effects on cooperation and sustainable resource use.

ABSTRACT. Public participation plays a role in the development and long-term maintenance of environmental institutions that are well-matched to local social-ecological conditions. However, the means by which public participation impacts such institutional fit remains unclear. We argue that one major reason for this lack of clarity is that analysts have not clearly outlined how humankind's sense of agency, or self-determination, influences institutional outcomes. Moreover, the concept of institutional fit is ambiguous as to what constitutes a good fit and how such fit could be diagnosed or improved. This is especially true for "social fit," or how well institutions match human expectations and local behavioral patterns. We develop an interdisciplinary framework based on principles of human agency and institutional analysis from social psychology to address these problems. Using the concept of "institutional acceptance" as an indicator of social fit, we show how analysts can define, diagnose, and improve social fit of participatory programs. We also show how such fit emerges and is sustained over time. This interdisciplinary perspective on fit and participation has important implications for participatory approaches to environmental management and the scientific study of institutional evolution.
