Focusing on the social aspect of sustainability, this article provides insight into the process of spatial and functional reconsideration of open public spaces in two selected super-blocks in Belgrade, Serbia. Although their spatial typology is similar, one of them was created during the 1960s in New Belgrade, a new administrative center of the city based on the principles of functionalism, while the other one was built during the 1970s, as a part of urban reconstruction conducted in the central areas of Belgrade (Vračar municipality). The beginning of the 21st century has brought new challenges to open public spaces, reflecting the post-transitional changes of the Serbian socio-economic context, as well as the contemporary urban needs of inhabitants. Consequently, both blocks have developed new gathering places for their local communities, although applying two different approaches, spontaneous/informal (New Belgrade) and formal (Vračar). Considering the specificities of both initiatives and the relationship between local communities and the open public spaces of super-blocks, the comparative analysis is conducted in order to identify the occurring social, spatial, and functional modifications, and the achieved level of social sustainability.

Les communs urbains comme concept et pratique sociale représentent une nouvelle logique socio-économique et territoriale en urbanisme durable. Ils prennent des formes différentes et comprennent plusieurs groupes sociaux, ce qui génère une multitude d’idées et de pratiques, parfois nouvelles, parfois en continuité avec le passé. Nous explorons comment les expériences de communs urbains contribuent aux débats dans les études territoriales, en particulier autour des questions de participation citoyenne et de gouvernance territoriale. À travers deux études de cas de communs urbains dans la ville de Bologne en Italie, nous analyserons les conditions structurelles et contextuelles qui ont conduit à leur création ainsi que les dynamiques associatives développées. Nous offrons un aperçu de comment ces projets contribuent au développement territorial participatif en comparant six éléments : l’inclusion et les pratiques démocratiques; les besoins visés et comblés; l’appropriation de l’espace urbain; l’aspect politique; les valeurs et pratiques féministes; et les valeurs et pratiques écologiques.

Urban conservation planning ensures that the cities of the world with unique structures, places and districts sustain in their irreplaceable role to earn the characteristic of its vibrant life, culture and society. The aim of urban conservation in Palangka Raya promotes urban living character through a strong sense of history, cultural vitality and continuity, including esthetical quality, the values of daily urban quality which is not merely focused on monuments alone. Therefore, at first, this research investigates its urban region, urban space, urban context, urban structure and conservation regulation to identify the material object of preservation. Then, in order to guide urban conservation planning in Palangka Raya, a method for making judgement offered a basis comparison on aesthetically and historically assessment of its urban potential. Using critical comparisons between existing and urban conservation theories, it has concluded some references. This approach has grasped that Palangka Raya needs find its heritage as a basis element to proclaim how important this city in the future. This method could be applicable to assess the other cities to preserve. The method of this research based on descriptive and qualitative analyses.
