This paper discusses the UUPLH as the basis of Indonesia's environmental policy to prevent and overcome environmental pollution and destruction. A good and healthy environment is created; ecological law enforcement uses state administrative law instruments, civil law, and criminal law. At the law enforcement level, there are many obstacles. Due to the unclear formulation of offenses and various sanctions, the proof is quite difficult, except in being caught red-handed. Strictly speaking, preventive and repressive law enforcement measures against forest and land fires cases and their ecosystem impacts are still not adequate. This fact can be seen from the lack of resolution of forest and land burning issues that have been submitted to the court, and even almost none of the perpetrators of forest and land logging were charged with the legal sanctions above. As for the culture of law culture, the cases of forest and land fires are certainly large-scale corporations, which can even control political power. The state, in this case, state administrators, should consistently target corporate crime and focus on law enforcement efforts using available instruments.

This study deals with the performance of PV2-state model in intra-hour forecasting of photovoltaic (PV) power. The PV2-state model links an empirical model for estimating the PV power delivered by a PV system under clear-sky with a model for forecasting the relative position of the Sun and clouds. Sunshine number (SSN), a binary quantifier showing if the Sun shines or not, is used as a measure for the Sun position with respect to clouds. A physics-based approach to intra-hour forecasting, processing cloud field information from an all-sky imager, is applied to predict SSN. The quality of SSN prediction conditions the overall quality of PV2-state forecasts. The PV2-state performance was evaluated against a challenging database (high variability in the state-of-the-sky, thin cloud cover, broken cloud field, isolated passing clouds) comprising radiometric data and sky-images collected on the Solar Platform of the West University of Timisoara, Romania. The investigation was performed from two perspectives: general model accuracy and, as a novelty, identification of characteristic elements in the state-of-the-sky which fault the SSN prediction. The outcome of such analysis represents the basis of further research aiming to increase the performance in PV power forecasting.

Mapping Prediction of Surface Solar Radiation with Linear Regression Models: Case Study over Reunion Island

This paper presents a novel mapping prediction method for surface solar radiation with linear regression models. The dataset for surface solar radiation prediction is the daily surface incoming shortwave radiation (SIS) product from CM SAF SARAH-E. The spatial resolution is 0.05° × 0.05° and the temporal coverage is from 2007 to 2016. The first five years (2007–2011) are used as training data, and the remaining five years (2012–2016) are used as test data in the prediction model. Datasets were detrended, de-seasonalized, and normalized before being applied to multiple linear regression (MLR), principal component regression (PCR), stepwise regression (SR), and partial least squares regression (PLSR), which are used to perform prediction mapping. The statistical analysis using MAE, MSE, and RMSE shows that the PCR model had the smallest MAE, MSE, and RMSE as compared to the other three models. The PCR model seems better for SSR mapping prediction over Reunion Island. Although the PCR model provides better prediction results, its MAE, MSE, and RMSE are quite large.
