Overcoming neutrality as an organizational learning impediment

Abstract: This article addresses the negative implications of neutrality in bureaucratic systems and public service. Neutrality employs a sameness approach that reinforces impartiality, invisibility, and indifference, resulting in what we term discriminatory blindness.
