This article presents a review of the state of the art of the Wind Farm Design and Optimization (WFDO) problem. The WFDO problem refers to a set of advanced planning actions needed to extremize the performance of wind farms, which may be composed of a few individual Wind Turbines (WTs) up to thousands of WTs. The WFDO problem has been investigated in different scenarios, with substantial differences in main objectives, modelling assumptions, constraints, and numerical solution methods. The aim of this paper is: (1) to present an exhaustive survey of the literature covering the full span of the subject, an analysis of the state-of-the-art models describing the performance of wind farms as well as its extensions, and the numerical approaches used to solve the problem; (2) to provide an overview of the available knowledge and recent progress in the application of such strategies to real onshore and offshore wind farms; and (3) to propose a comprehensive agenda for future research. -This paper presents the methodology for optimal design of power grid for offshore wind power plant (OWPP) and optimum location of offshore substation. The proposed optimization process is based on a genetic algorithm, where the objective cost model is composed of investment, power loss, repair, and reliability cost using the net present value during the whole OWPP life cycle. A probability wind power output is modeled to reflect the characteristics of a wind power plant that produces electricity through wind and to calculate the reliability cost called expected energy not supplied. The main objective is to find the minimum cost for grid connection topology by submarine cables which cannot cross each other. Cable crossing was set as a constraint in the optimization algorithm of grid topology of the wind power plant. On the basis of this method, a case study is conducted to validate the model by simulating a 100-MW OWF.

The goal of optimising the energy yield of renewables sits uneasily with the politics and processes of planning for wind turbines. In countries such as the UK the land-use planning consent regime is not concerned with the energy yield of proposed wind developments. This is a matter for the developer rather than the regulator, which might seem curious given the policy commitment to maximising the potential for renewable energy generation and the need to weigh up local environmental impacts with emissions reduction. In this paper, we highlight and investigate the implications of the exclusion of energy yield from wind turbine regulation. The case is made for increasing the weight given to energy yield within Environmental Impact Assessment and the landuse planning process.
