Veterinary surgeons have a long tradition of consulting one another about problem cases and many have unwittingly practised telemedicine when discussing cases by telephone or by sending laboratory reports by telefax. Specific veterinary telemedicine applications have been in use since the early 1980s, but little research has been undertaken in this field. The Pubmed and CAB International databases were searched for the following Boolean logic-linked keywords; veterinary AND telemedicine, veterinary AND telecare, animal AND telemedicine, animal AND telecare and veterinary AND e-mail and an additional search was made of the worldwide web, using Google Scholar. This returned 25 papers which were reviewed. Of these only 2 report research. Sixteen papers had no references and 1 author was associated with 13 papers. Several themes emerge in the papers reviewed. These include remarks about the use of telemedicine, the benefits that can and are derived from the use of telemedicine, areas of practice in which telemedicine is being used, ethical and legal issues around the practice of telemedicine, image standards required for telemedicine, the equipment that is required for the practice of telemedicine, advice on ways in which digital images can be obtained and educational aspects of telemedicine. These are discussed. Veterinary practice has lagged behind its human counterpart in producing research on the validity and efficacy of telemedicine. This is an important field which requires further research.

As telemedicine becomes more mainstream in the veterinary profession, it is important to understand when and how to utilise it successfully, and its potential downsides. This literature review supports the use of veterinary telemedicine for teleconsultations, and using wearable and mobile health (mHealth) devices for monitoring animal health. Data supporting the provision of virtual care directly to a client within an established veterinarian-client-patient relationship (VCPR) is more limited, and some of what we know comes from paediatric medicine on the human side. As we have learned from human health care providers, we must be aware there could be a tendency to overprescribe antimicrobials in a virtual visit compared to an in-person visit. Data have also shown telemedicine can be just as effective in diagnosing respiratory disease when compared to traditional visits to a doctor’s office or hospital. Telemedicine is especially effective in areas where access to care is limited, whether because of geography, finances, or lack of resources. Overall, veterinary telemedicine and telehealth can provide positive results.

Veterinary telemedicine has existed since the late 1990s. Various scholars have predicted its growth, others its decline. We constructed a system dynamics model of a veterinary telemedicine company providing services in one specialty in the industry. The model showed that severe shortages of specialists would limit growth in that, even with extensive marketing efforts. This limitation is likely to hold in other aspects of veterinary telemedicine. The paper concludes with recommendations for the company and the industry.
