As the scale and intensity of disasters and crises continue to increase, planning and managing crises have become a critical policy and governance issue. Of particular importance to this topic is crisis coordination, as effective response and recovery support the continuity of operations of governments and businesses, and are essential to the economy, health, and public safety. This paper applies a network governance perspective to explore the practical application of intergovernmental crisis coordination in Australia with reference to the COVID‐19 crisis contributing to a better understanding of the role of governing bodies in dealing with major crises in a coordinated manner. This paper also highlights the need to leverage collaborative leadership, organizational capacity, and a culture of collaboration to develop robust and connected networks in addressing crisis coordination within Australia's complex federal system.

In this paper, we examine community collectives—place-based, community-led initiatives for sustainable livelihood, as an alternative to the top-down, efficiency-driven economic model. Drawing on the theoretical framework of prefigurative organizing, we examined the strategies employed by community members in confronting entrenched inequalities and overcoming marginalization as they envision and engage in inclusive futures. We conducted a comparative case study of two exemplary community collectives in India that exhibited differences in the degree of internal and external marginalization. We identify two key cross-cutting themes of prefigurative organizing: projective cultural adjustment - whether a community leverages their traditional culture or breaks away from it, and tempered autonomy – negotiating autonomy without overtly challenging dominant groups, and exercising self-imposed restraints to make independent decisions. We show how these two themes manifested across three key processes of prefigurative organizing: prefiguring self-governance; commoning; and cultivating discursive spaces. These findings help us theorize that in communities where the degree of internal marginalization is high due to persisting social hierarchies, breaking away from past discriminatory practices, incorporating suspension of consent in the decision-making process, and introducing multiple constructive works are essential components of prefigurative organizing. In communities where the degree of external marginalization is high, building on the past, incorporating refusal in decision-making, and introducing unified constructive work are important components of prefigurative organizing. We suggest that prefigurative organizing against the dominant power structure, whether within community social hierarchies or external exploitative political-economic structures, is based on selective and strategic engagement without seeking an exit, as exit might not be an option for place-based communities. We discuss the theoretical and practical implications of this research for alternative organizing and grand challenges.

Development of metaverse for intelligent healthcare

The metaverse integrates physical and virtual realities, enabling humans and their avatars to interact in an environment supported by technologies such as high-speed internet, virtual reality, augmented reality, mixed and extended reality, blockchain, digital twins and artificial intelligence (AI), all enriched by effectively unlimited data. The metaverse recently emerged as social media and entertainment platforms, but extension to healthcare could have a profound impact on clinical practice and human health. As a group of academic, industrial, clinical and regulatory researchers, we identify unique opportunities for metaverse approaches in the healthcare domain. A metaverse of 'medical technology and AI' (MeTAI) can facilitate the development, prototyping, evaluation, regulation, translation and refinement of AI-based medical practice, especially medical imaging-guided diagnosis and therapy. Here, we present metaverse use cases, including virtual comparative scanning, raw data sharing, augmented regulatory science and metaversed medical intervention. We discuss relevant issues on the ecosystem of the MeTAI metaverse including privacy, security and disparity. We also identify specific action items for coordinated efforts to build the MeTAI metaverse for improved healthcare quality, accessibility, cost-effectiveness and patient satisfaction.
