The regular nature of emergencies and accidents indicates the need to use progressive approaches to ensuring industrial safety and labour protection of employees of the extractive industry. The use of a retrospective analysis does not allow us to take into account dangerous factors that have not been detected by the accumulated experience, and this disadvantage can be eliminated by the principles of a priori analysis, which takes into account the potential risks for this system and the factors of their occurrence in the context of a risk-based approach. The problem of studying the occupational risks of the negative impact of hazardous and harmful production factors on personnel as a result of accidents at coal mining enterprises is the area of joint functioning of the occupational health and safety management system and the industrial safety management system. In order to meet the requirements for the analysis and forecasting of occupational injury risks in methane and dust explosions under conditions of uncertainty of the initial data, there is a need for a methodological approach based on the modeling of fuzzy logical inference with a hierarchical structure. This article describes a methodology that will ensure the implementation of the requirements in the field of complex analysis and forecasting of occupational injury risk in methane and dust explosions with the detection of dangerous situations and areas, as well as take into account the results of complex analysis and forecasting.

Purpose. To reduce the risks of accidents and injuries on the basis of vocational selection of the stuff for work in the mining industry, as well as training and maintaining their skills of safe work. Methodology. To solve the problems considered in the article, the following were used: analysis of information from scientific and technical sources on the influence of psychophysiological factors on occupational injuries; correlation-regression analysis of statistical data on occupational injuries; experimental research on efficiency of miners work in laboratory and mine conditions at various physical activities. Findings. The article substantiates the role and necessity of conducting professional psychophysiological selection procedures for mining workers, monitoring their functional state. The methodology of professional psychophysiological selection procedures, innovative training and behavioral audit is proposed in order to increase the injury protection of workers. Innovative ways of training and maintaining the safe working skills of miners are explored. The role of modern gadgets with installed applications for assessing the severity of physical work in terms of heart rate is investigated. Originality. The novelty of this study is to substantiate a comprehensive approach to the preventive precautions against occupational injuries in the mining industry at the stages of personnel selection, training and further control of the consequences of production activities. Practical value. Principles are developed for selecting, training, and maintaining skills for the safe work of personnel for the mining industry.

Production safety is one of the problems of competitiveness of underground mining enterprises, one manifestation of which is the reduction and minimization of the number of accidents and incidents of personal injury or even death. To solve this problem, it is necessary to improve the system of production control of coal mines in order to eliminate these factors. Relative indicators of accidents and injuries at underground coal mines of Russia in comparison with the average indicators are considered, and also importance of the human factor in the occurrence of dangerous production situations and the evaluation of their causes and effects are revealed. In addition, the article considers the most common violations of safety requirements for underground coal mining, analyzes the experience of foreign countries in improving the production control system, assesses the possibility of its application for improving production control at Russian coal mines, and determines main areas for implementing a risk-based approach at coal mining enterprises.
