At this historical stage of development, Ukraine is going through the most difficult times since the period of gaining its independence. The logic of state administration, financial and credit relations, social guidelines and the foreign policy of our country in general has changed. The sectors of education and science, in which not always positive changes are taking place, were also affected by such changes. Rather, on the contrary, there is a trend of stagnation in education caused by weak institutional support, and imperfect personnel and financial policies. The aggressive policy of the Russian Federation in relation to our country caused a powerful surge of internal and external migration of the population, including highly professional and narrowly qualified workers who were involved in educational and scientific processes and proved their effectiveness. In such conditions, it becomes necessary to determine the orientations of the organizational and innovative management of financial and personnel support of academies, institutes, universities and other educational institutions in the conditions of the restoration of intellectual potential. It is especially important to develop a methodology for its assessment and forecasting. In this context, the article proposes ways of evaluating, forecasting and improving the organizational and innovative management of financial and personnel support of higher education institutions. In the process of writing the article, economic and mathematical methods, tools and models were used, in particular two-factor regression models, Farrar-Glober tools, the method of least squares, and Fisher's F-criterion analysis. Taking into account the trends of forecasting financial and personnel support in order to improve the management of higher education institutions, managers should pay attention to the need to attract investments to improve the quality of scientific research.

The object of research is the use of Digital Twin (DT) technology in the manufacturing sector and its impact on sustainability. The scientific problem addressed is the identification and quantification of the potential advantages and challenges associated with the adoption of DTs at operational, tactical, and strategic levels, particularly in the context of sustainable development. The paper investigates how DTs can redefine the measurement of sustainable development and diversify implementation within manufacturing infrastructure. The study concludes that DTs are a sophisticated technology that enables manufacturers to create precise virtual replicas of physical products or processes. This helps in optimizing resource utilization, reducing energy consumption, and minimizing waste, thereby promoting sustainability. Main DT clusters and common uses highlighted by the authors demonstrate huge impact on energy efficiency, waste management, sustainable design, logistics emissions reduction, water conservation, and stakeholder engagement. It is proved that DTs simulate and analyze complex systems, enabling the evaluation and improvement of sustainability levels. The paper presents promising practical examples of DT’s use, such as optimizing warehouse management in Ukraine, automating robots for increased efficiency, and aiding in the post-war reconstruction of cities with a focus on environmental friendliness and accessible infrastructure. The research specifically focuses on the top five tech giants and their use of DTs to drive sustainability. Additionally, the findings project substantial market growth potential for DTs in multiple sectors, emphasizing the urgent need for industries to integrate DTs into their sustainability strategies.

Innovation in products or services is crucial for industrial manufacturing businesses in countries that prioritize exports. A plethora of advancements based on the internet of things (IoT) applications has been made possible by the falling prices of processing power, communication, and electrical components. Only a small number of industrial manufacturing enterprise-specific IoT applications have been effective yet. The present literature does not fully explain this scenario, which is very necessary for taking the advantage of IoT in manufacturing enterprises. In order to adapt to the change in digital market demand and enhance the market competitiveness of manufacturing enterprises, this paper aims to study the digital transformation path of manufacturing enterprises based on the internet of things (IoT) and data encryption technology. A digital transformation service system is built for manufacturing enterprises based on the IoT and data encryption technology to help manufacturing enterprises fully understand their own digital degree, provide effective suggestions for the digital transformation, and introduce the overall architecture and functional structure of the service system in detail. A distributed intelligent recommendation method is proposed that is based on personalized customization and recommends transformation schemes for businesses in order to better direct users’ product customization and decision-making and allow the users to accurately describe their own needs, improve customization efficiency, introduce intelligent recommendation methods, and strengthen the basis of collaborative filtering methods based on items. The simulation result demonstrates that the service system proposed in this study performed really well in terms of both accuracy and time consumption. It is anticipated that the suggested approach will successfully raise the digital maturity of manufacturing companies and will help them in increasing their ability to compete in the current market.
