Optimising environmental risk assessments

Abstract: Environmental risk assessments cannot cover all conceivable risks. It is therefore necessary to translate broader policies such as sustainable development into specific protection goals with the overall aim of protecting biodiversity and maintaining ecosystem services.

“…The analysis of the environmental risk of the use of regulated products on the ecosystem services, i.e. crop protection, is a matter that is considered seriously by regulating bodies and advanced knowledge and methodologies are required (Devos et al 2015). Additional field studies are needed to evaluate the incorporation of the neonicotinoids in the IPM.…”

“…[131][132][133][134][135] Operational protection goals have to delineate the environmental components that need to be protected, where and over what time period, and the maximum impact that can be tolerated. Yet, reaching agreement on what to protect presents challenges, [121,131,132] Therefore, risk managers have not yet clearly defined ''how many weeds'' or ''what type of weeds'' are desired in arable fields and at the landscape level to provide ecological services, [122] and ''which environmental changes are harmful''.…”

“…If what constitutes environmental harm is not defined at the beginning of the environmental risk assessment, then one cannot discover harmful effects by scientific research. [132][133][134][135][136][141][142][143] Broadening the scope of environmental risk assessments…”

“…In the agricultural context, there are examples where adopting an ecosystem services approach to ERA has proven useful in the definition of the elements of the environment that require protection. The use of the ecosystem services concept helped to translate broadly defined general protection goals named in regulations into more precisely defined SPGs for ERA (Gray, 2012;Nienstedt et al, 2012;Sanvido et al, 2012;Garcia-Alonso and Raybould, 2014;Devos et al, 2014Devos et al, , 2015Gilioli et al, 2014). EFSA Panels have used the ecosystem services approach for the ERA of pesticides, GMOs and invasive alien species (EFSA GMO Panel 2010a; EFSA PPR Panel 2010EFSA PLH Panel 2011.…”
