Sustainable housing is a worldwide challenge, while the case of Serbia could be an example of how complex the circumstances can be and how difficult it is to see the path towards sustainability. This paper sets out to answer multiple challenges; can energy-efficient, low-impact housing enter the market and respond to the needs of its population, potentially contributing to a more affordable and future-proof housing reality in Serbia? And does this demand rather different measures than the ones conventionally explored in innovative housing approaches elsewhere? To answer these questions, the paper starts from the preview of circumstances, then the methodology is proposed and explained, after which the possible building materials and technical installations for pilot multi-apartment Passive House are selected, and in the end, results are given and conclusions are drawn. Since the building is intended for a housing cooperative, both the affordability of the proposed solution and the environmental footprint has been comprehended by the methodology proposed. In the end, by carefully balancing the benefits of individual measures - favouring those that are cost-effective and discouraging the implementation of measures that are not, a viable pilot project that could step into the market-oriented society is selected.

Resumo Nos últimos dez anos, o setor de habitações de interesse social (HIS) no Brasil foi impulsionado pela criação do Programa “Minha Casa, Minha Vida” (PMCMV). Apesar do Programa ter permitido a construção de grande quantidade de habitações em todo o território nacional, avaliações em campo ressaltam falhas quanto à adequação das habitações aos climas locais. A inadequação pode resultar em baixos níveis de eficiência energética das HIS e insatisfação de seus moradores. Desta forma, o objetivo deste estudo é revisar a literatura nacional dos últimos dez anos (de 2009 a 2019) a fim de determinar os aspectos que influenciam a eficiência energética das HIS. A síntese dessas informações é necessária para consolidar o conhecimento produzido até aqui e facilitar o avanço nessa área. Espera-se que este estudo favoreça futuras decisões de diferentes partes interessadas: pesquisadores podem definir seus escopos de estudo considerando o que já foi desenvolvido, projetistas podem aplicar na prática critérios de eficiência energética e de design centrados nos usuários, e responsáveis por políticas públicas podem vincular a aprovação de projetos de HIS a parâmetros de eficiência energética.

Affordable, Energy-Efficient Housing Design for Chile: Achieving Passivhaus Standard with the Chilean State Housing Subsidy

In Chile, it is estimated that the energy demand will continue to increase if substantial energy efficiency measures in housing are not taken. These measures are generally associated with technical and mainly economic difficulties. This paper aims to show the technical and economic feasibility of achieving Passivhaus standard house in Chile, considering the budget of the maximum state subsidy currently available (Chilean Unidad de Fomento (CLF) 2000 ≈ 81,000 USD). The design was simulated in the Passive House Planning Package software to determine if the house could be certified with the selected standard. At the same time, the value of all the items was quantified in order not to exceed the stipulated maximum budget for a house considered as affordable. It was shown that in terms of design it is possible to implement the Passivhaus standard given the current housing subsidy. The designed housing ensures a reduction of 85% in heating demand and a 60% reduction in CO2 emissions during the operation, compared to an average typical Chilean house.
